Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotations (RFQ) number is EA133M-09-RQ-0981, and it incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-35. This requirement is issued on an unrestricted basis. The applicable North American Industrial Classification System (NAICS) code is 424710, Petroleum Bulk Stations and Terminals, which has a corresponding size standard of 100 employees. The following line items apply: Line Item Number: 0001; Description: Marine Grade Diesel #2 Low Sulfur Content; Quantity and Unit of Issue: 115,000 Gallons Delivery of Item 0001 is required by barge and will take place on August 7, 2009 at NOAA Ship RONALD H. BROWN in San Juan, Puerto Rico. NOTE: A 4-inch CAM lock connection is required. Delivery shall be F.O.B. Destination. The vessel point of contacts are Frank Dunlop at 843-566-1128 and/or Marc Wetzler at 843-297-1871. The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors - Commercial Items (JUN 2008) applies and there are no addenda to this provision. The provision at FAR 52.212-2, Evaluation - Commercial Items (JAN 1999) applies to this acquisition, with price and on-time delivery being the factors used to evaluate quotes. In accordance with FAR 52.212-1, vendors shall include a completed copy of its representations and certifications at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (JUL 2009) with its quote. [An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov.
