Description
The Office of Public Health and Science (OPHS), Office on Women’s Health (OWH), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to the Altarum Institute, P.O., Box 134001, Ann Arbor, MI 48113. The purpose of this contract is to acquire the professional services to provide technical and editorial support services for the development of a 1) Spanish version of the consumer booklet, and 2) consumer booklet for military and veteran women. The contractor shall be responsible for but not limited to the following tasks: Spanish-language version of the consumer booklet on women’s mental health Revise the Spanish cultural adaptation of the consumer booklet, Women’s Mental Health: What it means to you based on expert group review and OWH feedback Conduct Spanish-language focus group testing of the Spanish cultural adaptation with expert group revisions and translation Revise again based on expert group and OWH feedback Create an attractive, accessible design for the booklet Focus group test the graphic and booklet design and layout Develop a DVD version to make the information accessible to audiences that prefer alternative media Make revisions to the document based on final expert review Prepare and submit materials for the clearance/approval process Provide files for printing by GPO, as well as 508-compliant accessible Versions of the materials Print 1,000 copies of both the booklet and DVD for OWH’s initial use Coordinate with OWH staff, the public relations and communications team, And the dissemination entity to support the release of materials Consumer booklet for military and veteran women Conduct a literature review and environmental scan of current resources available related to women’s mental health (care, illness, treatment, services, etc.) for active military women and veteran women Draft a consumer booklet for active military women and veteran women Focus group test the drafted booklet and investigate alternative media options Review and revise booklet based on focus group and expert group (OWH) Feedback Create an attractive, accessible design for the booklet Develop alternative media options if applicable Make revisions to the document based on final expert review Prepare and submit materials for the clearance/approval process Provide files for printing by GPO, as well as 508-compliant accessible versions of the materials Print 1,000 copies of both the booklet and DVD for OWH’s initial use Coordinate with OWH staff, the public relations and communications team, and the dissemination entity to support the release of materials The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
