Description
The Office of Construction and Facilities Management (CFM) of Department of Veterans Affairs (VA) is responsible for the planning, design and construction of all major construction projects greater than $10 million. In addition, CFM acquires real property for use by VA elements through long term lease acquisitions and land and building purchases. Through the construction and real property programs, CFM delivers to Veterans, high quality buildings, additions, large scale renovations, and structural enhancements. CFM also manages facility sustainability, seismic corrections, physical security, and historic preservation of VA's facilities. CFM is seeking industry input and recommendations for implementing CFM 2015. CFM 2015 is designed to embody four critical elements: 1) Be strategically focused on universal goals, objectives, and outcomes. 2) Be client-focused and aligned at all management altitudes. 3) Be effective and accomplish the mission (quality, cost, and time). 4) Be efficient to maximize the return on VA's investment. The Overall objective of the program would be to support CFM during the planning, development, and implementation of the major CFM 2015 transformation initiative. The goal of the initiative would be to transform CFM into a full-service enterprise activity that provides improved and enhanced support to VA across the full spectrum of facility life-cycle performance, including planning, acquisition, design, construction, facility management, and sustainment. The final operational model would provide for a harmonized enterprise system that would encompass major construction, minor construction, leasing projects, from planning though facility acquisition and into facility sustainment, including facility management, engineering, and maintenance. Objective is to support and facilitate implementation of CFM 2015 within VA in three years. 1) Support CFM Steering team by providing on-site management analyst staff and developing executive reports and briefing. 2) Capture baseline information by through the baseline of existing VA processes, methodologies, and tools, and produce baseline findings with analysis. 3) Benchmark with high performance Government and Industry partners using methods, processes, tools, and keys to success; identify "best business practices" solutions, and analyze opportunities to "site adapt" proven solutions to VA. 4) Develop courses of action to analyze range of executable solutions, identify pros and cons, and strategies to maximize facilities planning, acquisition, and sustainment. 5) Make recommendations to include selected course of action, benefits and risks, costs and staffing implications. 6) Develop macro implementation strategy to include communication plan (internal, external) and phasing and sequencing. 7) Develop staff training and development plan to institutionalize new processes and leverage power of new tools. 8) Develop management plan to include "VA Strategic Facilities Plan", strategies to maximize facility life cycle performance, metrics to provide actionable management information, and investment targets to achieve strategic objectives. Provide industry input and recommendations for implementing CFM 2015 by August 5, 2009, 4:00pm EDT by responding by email to Noella Bond at noella.bond@va.gov. Note that this is not a Request for Proposal and the Government is seeking information for market research purposes. The Government may or may not issue solicitation documents.
