- This is a notification that the Mission and Installation Contracting Command Center Fort Sam Houston (CCMI-RCS), intends to award a sole-source, firm-fixed price contract to Management Concepts, Inc., 8230 Leesburg Pike, Ste 800, Vienna, VA 22182-2639, under the authority of FAR 13.106-1(b)(1). The associated North American Industrial Classification System (NAICS) code for this procurement is 611430, with a small business size standard of $7.0M. The requirement is for contractor support to conduct on-site training for senior chief financial officers. The Enhanced Defense Financial Management Training (EDFMT) course is a five-day intensive financial management review course taught in three modules. This course is preparation for taking the Certified Defense Financial Managers (CDFM) certification test. CCMI-RCS requires the following: All services as prescribed in attached Performance Work Statement (PWS). The American Society of Military Comptrollers (ASMC), in partnership with the Department of Defense (DoD), developed a formal certification for defense financial managers. The ASMC website provides that Management Concepts, Inc., is the only vendor authorized to deliver the EDFMT course on-site for a class of up to 32 students. This notice is not a request for quotations. The contractor identified is the only known source for the subject requirement. Responses to this notification will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical and pricing information. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
