DESCRIPTION OF WORK SUMMARY: Works consist of removal and disposal of the steel bridge from the WRP easement, construction of rock ford stream crossing and relocation and construction of a Watergate. Construction operations shall be carried out in such a manner that erosion, air, water, and noise pollution will be minimized within legal limits as established by state regulations. SPECIFICATIONS CLEARING AND GRUBBING. Clearing and grubbing shall be kept to the minimum needed in order to install the structure. FOUNDTION EXCAVATION. All materials shall be removed from the foundation of the stream crossing to the depths, widths, and lengths required by the design. DIVERSIONS. Diversion and side ditches shall conform to the lines, grades, and sections as specified on the plans. GEOTEXTILE FILTER CLOTH (FOR FORDS). Geotextile filter cloth shall be a non-woven needle-punched geotextile material with a minimum tensile strength of 120 lbs. (minimum average roll value). ANCHORING PINS FOR GEOTEXTILE. Anchoring pins shall be fabricated using No. 3 reinforcing steel or material of equivalent or greater size and durability and shaped as shown on the drawings. CULVERT PIPES. Pipes shall be on firm foundations to the neat lines and grades shown on the plans, STONE AGGREGATE. Acceptable material consisting of coarse sands and/or gravel, if present in the foundation excavation, may be stockpiled for later use in the toe trenches or on the roadway. INSPECTION. All materials shall be inspected by the technician before installation. Written certification of conformance to specifications will be required if physical inspection is not conclusive. See Construction Specifications, Rock Ford Stream Crossing, attached to the Solicitation. TIME FRAMES/DATE. Performance time, including mobilization is 21 days. PRICE. The Government estimated price range for the project is under $25,000. This acquisition is being conducted in accordance with FAR Subpart 6.1 and 6.4. The Small Business size standard is based on the North American Industry Classification System (NAICS) code 237990, Other Heavy and Civil Engineering Construction, which is $20 million average annual income. SUBMITTAL REQUIREMENTS. Interested and qualified firms must submit their bid no later than 3:00 pm (CST), September 8, 2009 to the attention of Danny Mandell, Contracting Officer at the contracting office address listed in this notice. All contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a federal contract. For information regarding registration, go to the CCR Web Site at www.ccr.gov. Please include your DUNS in Block 10 of the Standard Form 1442. NOTE: When mailing bids, please ensure that the Solicitation No. AG-7442-S-09-0055 is written on the front cover of the package or envelope. BID OPENING: Bids opening will be on September 9, 2009, 1:00 pm, USDA NRCS, State Office, 101 South Main Street, Temple, Texas 76542. This is a secured Federal Building; please give yourself an additional 10 -15 minutes to go through the security. THIS IS A SMALL BUSINESS SET-ASIDE. NO BIDS SUBMITTED BY FAX OR EMAIL WILL BE ACCEPTED. All responsive bids will be considered. A pre-bid conference and site visit will be conducted on August 19, at 11:00 am CST (Central Standard Time) at the USDA NRCS, New Boston Service Center, 905D Hwy 82 W, New Boston, Texas 75570-2413.
