This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: https://aais.ria.army.mil/aais/SOLINFO/index.htm The Government does not own a Technical Data Package (TDP) for this procurement; therefore, this solicitation is restricted to Avon Protection Systems, Inc., 503 8th St., Cadillac, MI., 49601-1370 as authorized by FAR 6.302-1. This notice of intent is therefore not a request for competitive proposals. Interested sources may however, identify their interest and capability to respond to this requirement. Proposals and capability statements received by the Government within 15 business days after the posting date will be evaluated. Any interested vendor other than Avon Protection Systems, Inc. will have to make a substantial initial investment in tooling and time to develop the proper equipment required to successfully manufacture this item. The Government plans to issue an award for this effort within 60-90 days. In addition, the Government cannot provide any Government Furnished Equipment (GFE). This synopsis is published for subcontracting purposes only. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same. All or a part of this action is an unfunded FY09/10 requirement.
