Description
The Nuclear Regulatory Commission (NRC) is seeking to replace its current Salaries and Benefits Payroll Model with a new, more advanced web-based payroll modeling system. The current Salaries and Benefits (S&B) model is operated and managed by the Office of the Chief Financial Officer (OCFO) Division of Planning, Budget and Analysis (DPBA). The NRC is required by the Federal Pay Reform Act to project its budget for the next fiscal year as well as up to five future years. The budget projections are submitted to the Office of Management and Budget (OMB) and ultimately to Congress. Salaries and Benefits constitute more than fifty percent of the NRC Salaries and Expenses appropriation from Congress and approximately 80% of the Inspector General appropriation from Congress. Errors in the formulation estimates or tracking of this function during budget execution can result in severe resource shortages for the agency. Over projecting the Agency’s S&B requirements can lead to unnecessarily higher fees for licensees and/or restrict the use of funds which could otherwise be applied to program needs. Thus, the NRC has a requirement for a more sophisticated, web-based salary and benefits system that would more accurately forecast the NRC’s salary and benefit requirements. The new payroll modeling system must be able to interface two of NRC’s existing systems: (1) PeopleSoft Human Resource Management System (HRMS), Time and Labor (T&L) module; and (2) the Payroll and Human resources modules of the Federal Personnel/Payroll System (FPPS) hosted by the Department of Interior/National Business Center (DOI/NBC). The purpose of this acquisition is to procure a comprehensive payroll modeling system to replace the existing Salaries and Benefits Model. The new payroll modeling system shall be capable of detailed and summary level (Roster based) forecasts of salaries and benefits as well as FTE for current and future fiscal years (up to seven). Forecasts shall be available daily and refresh bi-weekly when new payroll data becomes available. The system shall have the ability to capture existing data from our payroll systems during the execution phase, perform forecasts for both formulation and execution purposes, provide statistical data for use in forecasting, and accommodate multiple changes in parameters for scenario analysis purposes. The system shall allow the OCFO management to plan, modify, and accurately report on actual and projected expenditures for the current fiscal year and up to seven out years. This requirement will be awarded under Simplified Acquisition Procedures, and it is anticipated that the award will be a labor-hour (time & materials) type purchase order. The period of performance of the resultant purchase order will be three (3) months. The Request for Quotations (RFQ) will be available on or about August 13, 2009, and will be distributed solely through the FedBizOpps website, http://www.fedbizopps.gov. The FedBizOpps website provides downloading instructions. All future information about this acquisition, including solicitation amendments will also be distributed solely through the FedBizOpps website. Hard copies of the solicitation document and its related documents, as appropriate, will not be available. Because this solicitation and its related documents, as appropriate, will be posted at this website, interested parties are instructed NOT to send letters or e-mails or faxes requesting the RFQ. Telephoned, e-mailed, or faxed requests for the RFQ will not be accepted. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity This proposed procurement is under 100% small business set aside. The size standard for this solicitation is average annual receipts of 25 million dollars over the past three years as set forth under NAICS 541511. This requirement is also limited to interested parties that reside within a 50 mile radius of NRC Headquarters located at 11545 Rockville Pike, Rockville MD, 20852.
