- RECOVERY--The U.S. Army Corps of Engineers, New York District intends to issue a Request for Quote (RFQ) award of a firm-fixed price contract to purchase an Interlocking Sectional Barge System. The Interlocking Sectional Barge Systems General Requirements: (a.) Locking System: The barge system shall be provided with locking male and female connections, located along the top and bottom edges of sides and ends of the units that will be operational from the deck surfaces and allow interchangeability between the sections and attachments. (b.) Lifting Devices: Each unit shall be provided with an appropriately sized lifting devices (lifting eye). (c.) Hinge Sections: Watertight mechanical hinge sections and ratchets shall be provided to allow raising and lowering of loading ramps. Hinge sections shall have opposing male and female locking units connected by hinge pins at the mid-point near the bottom surface and a hinged sliding deck panel over the variable opening at the deck level. The hinge connector shall allow for rotation of 8 degrees above to 12 degrees below horizontal. Hinge sections shall have ratchet screw actuators for adjusting the elevation and slope of the loading ramps. (d.) Paint Coating: 1) Primer: All units will be painted with 4-6 mils of a high performance epoxy primer (American Coatings 8301 or equal). 2) Deck Paint: Amercoat #235B7821, red, two part epoxy with anti-slip material 3) Sides (top three feet): Amercoat #5450 (#DV9903), black, gloss enamel 4) Bottom and sides (lower two feet): Amercoat #214-S-7070, red, one part anti-foulant marine paint. (e.) Zinc Hull Plates: One Zinc Hull Plate shall be installed on each unit of the barge system. The Contractor shall submit his proposed method of affixing the zinc plates to barge sections for approval by the Contracting Officers Representative prior to performing the work. Warranty: The sectional barge system shall include a three-year material and workmanship warranty and a one-year paint coating warranty. Equipment Delivery Schedule and Offloading: Delivery shall be made within 90 days following the date of award of the contract. Upon delivery to the USACE Albany Field Office, the barge sections will be offloaded and visually inspected for any defects. The US Army Corps of Engineers has a 35-Ton mobile hydraulic crane that will assist with offloading. The Contractor will be required to provide necessary equipment to offload any component(s) that cannot be safely offloaded using the 35-Ton crane. Delivery Location: The Sectional Barge shall be delivered to the US Army Corps of Engineers, Albany Field Office, 1 Bond Street, Troy, N.Y. 12180. This procurement is being solicited as a SMALL BUSINESS SET ASIDE. The applicable NAICS CODE is 336611, Ship Building and Repairing. The small business size is 1,000 employees. The media selected for the issuance of solicitations and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project is the Internet. Paper copies of this solicitation, and amendments, if any, will not be available or issued. Interested parties may download and print the solicitation, at no charge at http://www.fbo.gov. Project Scope of Work are portable document files (PDF) and can be viewed, navigated, or printed using Adobe Acrobat Reader. Minimum system requirements are Pentium-based personal computer, Microsoft Windows 95 or greater, and 32 MB application RAM. A registration page is attached to the web site, and prospective bidders are required to register to receive notice of any amendments that may be issued to the solicitation. Utilization of the internet is the preferred method. Registration Requirements: DFARS 252.204-7004 required Central Contractor Registration (CCR) applies to this procurement. Prospective contractors must be registered in the Department of Defense CCR database prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration and annual confirmation requirement may be obtained by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Specifications for solicitation document W912DS-09-T-0033 will be available on or about 07 August 2009. The Request for Quotes will be due on 18 August 2009 at 2:00 P.M (Eastern Standard Time).
