- Solicitation The Naval Medical Logistics Command intends to negotiate with vendors on an open competition basis to procure a cage and rack washer on behalf of the United States Navy. Offerors are required to submit a proposal by August 14, 2009 via electronic and paper copies. The technical documentation will be compared to the salient characteristics and the evaluation factors listed below. Statement of Work: Naval Medical Center San Diego has a need for a replacement of its Basil 4600 cage and rack washing system. The product description provides the minimum requirements for the procurement and installation of a cage and rack washing system to wash and clean dirty cages that house various animals in the vivarium. This is a replacement for a previous system that is no longer reliable. The installation of this system shall adhere to the clean room installation standards and be mindful to impose the least amount of disturbance to the operations of the vivarium. The room’s dimensions are: 28 ft wide, 8 ft 8 in high, and 36 ft deep. There is a Basil 4600 installed in the room that is located in the middle of the room 11 ft 4 in away from the side wall and 12 ft from the front. The depth of the space around the Basil’s foundation is 4.5 ft that is covered by a grate at the floor level that is 9 ft 7 in wide. The room is divided into the clean side and the dirty side by a 5.5 inch thick wall 19 ft. 3 in. from the front of the wall. The Basil washer’s overall dimensions are 86x104x195 inches. The hallway from the loading dock is 68 inches at its narrowest to the room. This system shall comply with all salient characteristics. Salient Characteristics: 1.The washing chamber shall be at least 46 x 85 x 188 inches. 2.The washer’s size shall not exceed 107.5x130x243.75 inches 3.The washer shall be double door pass through. 4.The installation shall control dust to Type B, Class II specifications. 5.The resulting room shall be divided into a clean side and a dirty side by a wall with a door through which people can pass. 6.The system shall be ‘pit mounted’ into the floor. 7.The electrical requirements shall be VAC 480/ 60 Hz/ 3 Phase. 8.Service access on the right when facing the front of the machine which will be on its dirty side. 9.There shall be a print out of the process log. 10.The installation shall be seismic zone compatible. 11.There shall be a cage and pan wash cart included in the system. 12.There shall be an acid detergent system. 13.There shall be an alkaline detergent system. 14.There shall be heating element(s). 15.The installation shall have a finished look. 16.The Basil 4600 shall be deinstalled and traded in EVALUATION FACTORS FOR AWARD: Should more then one proposal meet salient characteristics, the Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer is the Best Value, cost and other factors considered. The evaluation criteria below, combined are significantly more important than price, and are listed in descending order of importance. However, price may become a critical factor in the event that two or more offerors are determined to be essentially equal following the evaluation of technical and past performance factors. Evaluation of price will be based on the offeror’s total price for all line items as delivered to San Diego, Ca. 1.)Equipment Design and Features; Including but not limited to a.)Throughput b.)Efficiency c.)Materials d.)Life expectancy e.)Durability 2.)Human Factors a.)Safety b.)Ease of Use c.)Simplicity d.)Ergonomics 3.)Installation: A premium will be placed on the ability of the manufacturer to be least disruptive to the function of the vivarium. 4.)Maintainability a.)Parts Availability b.)Serviceability: minimized scheduled maintenance c.)Instruction Materials i.Operator’s Manual ii.Maintenance Manual 5.)Past Performance – Offerors shall provide at least three past contracts of similar size and complexity held within the last three years.
