Description
The Naval Air Systems Command (NAVAIR) intends to issue a Next Generation Jammer (NGJ) Technology Maturation (TM) Broad Agency Announcement (BAA) as an unclassified solicitation to seek proposals for research in support of future development of electronic warfare capability from a tactical-size airborne stand-off/mod-escort platform. NGJ is a Department of Defense (DoD) pre-Milestone A (MS A) program to replace the aging ALQ-99 Tactical Jamming System (TJS). An Analysis of Alternatives (AoA) to evaluate alternative material solutions completes in early 2010. Common Critical Technology Elements (CTEs) appear as building blocks across multiple AoA alternatives, however, many are at Technology Readiness Levels (TRLs) less than 6. The ability to mature these CTEs to TRL 6 (or higher) and integrate them together into a functional system is critical to NGJ's success. The Government NGJ team desires to reduce future development risk through maturation of CTEs and integration into a relevant TJS concept design. In support of this risk reduction, the high-level objectives of this BAA are to: 1. Provide a system-level Concept Demonstrator (CD) design 2. Mature critical technologies and subsystems required to support the CD design NAVAIR will only release the Solicitation, including any subsequent amendments, over the Internet. NAVAIR will post the Solicitation on the NAVAIR home page. The Solicitation will not be posted on any other website. The NAVAIR Homepage is located at http://www.navair.navy.mil and can be accessed using Netscape Navigator or Internet Explorer. To access the NGJ TM Solicitation, select "Doing Business With Us", and then "Open Solicitations" under the heading entitled "Selling Products and Services to NAVAIR." The NGJ TM Solicitation will be listed under N00019-09-R-0238. Potential offerors are asked to submit comments or questions regarding N00019-09-R-0238 to Ms. Robyn Warner at Robyn.Warner@navy.mil.
