- Description
- The National Cancer Institute (NCI), Division of Cancer Control and Population Services (DCCPS), Health Services and Economics Branch (HSEB) plans to procure on a sole source basis testing the specimen retrieval system with Kaiser Permanente Northwest; 1800 Harrison St., FL 16; Oakland, California 94612-3433. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 541990 the business size standard is $7.0 Million. It has been determined by NCI that a large number of clinically annotated specimens are required for the evaluation of markers and assays for clinical decision-making, but it is generally not possible to anticipate the specific needs of the research community, and it is very costly to set up specimen banks for all the different possible needs. Harvard University has developed a system to locate and retrieve specimens and pertinent clinical and outcome data on an as needed (just-in-time) basis from community health care settings and preliminary performance testing of system has been conducted at Harvard hospitals and two health maintenance organizations, including Kaiser Permanente Northwest, of the Kaiser Foundation Research Institute (KPNW/KFRI). Further testing of this system is required to determine that it can reliably “scrub” all personal health data (PHI) identifiers while maintaining usable data extracted from medical records. There are several tasks to be performed to accomplish this. The first involves a scaling up of the number of cases to be analyzed for scrubber performance from 10-50 to 500-1000. A software modification made by the Harvard programming team in the reports produced by the scrubbing will allow both individual and summary reports of the items of PHI that have been encountered in the test. Problems of “over-scrubbing” can then be tabulated and presented for correction if needed, with a minimum of manual inspection required. The ultimate test of the entire system – from defining the search, obtaining records and gathering slides and blocks to verify that the search produced the correct material and that the material was usable for laboratory investigators – will be the principle activity of the final part of the project. Testing shall be completed within four (4) months from date of award. KPNW/KFRI is uniquely qualified to carry out this effort because of its organization as an HMO and its participation in the Cancer Research Network (CRN) of the NCI. Additionally, KPNW/KFRI has extensive computerization of its health records and considerable pathologic resources. Although other members of the CRN have collections of archival specimens and electronic health records, KPNW/KFRI’s will permit the NCI and Harvard to refine the Specimen Retrieval System. Other sites use different electronic systems so that any difficulties in expansion might be related to factors other than local record structures. In addition, the pathology procedures at other CRN sites had not uniformly used the recommended standard tissue processing. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11: 00 a.m. EST on August 18, 2009. It is the vendor’s responsibility to ensure questions have been received by the contract specialist. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
