Description
The National Cancer Institute (NCI) Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis services regarding Oral Bacteria and Risk of Esophageal Squamous Dysplasia with The Forsyth Institute; 140 The Fenway; Boston, MA 02115. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b)(1). The North American Industry Classification System Code is 621511 and the business size standard is $13.5M. Only one award will be made as a result of this solicitation. Period of performance shall be at award through 11 months. The purpose of this requirement is to obtain data on oral bacteria in the esophagus. Contractor shall measure the presence and relative abundance of oral bacteria species in 850 DNA samples, to assess the association between these species and the risk of esophageal squamous dysplasia, the precursor lesion for esophageal squamous cell carcinoma ESCC. NCI has demonstrated in multiple studies that poor oral health/tooth loss is associated with increased risk of cancers in epidemiologic studies. The Cytology Sampling Study 2, CSS2, offers a study with appropriate biological samples for the assessment of this potential link. This study recruited subjects from the general population of Linxian, China, who are at high risk for developing esophageal cancer, and collected questionnaire data and biological samples, including esophageal cell samples. The CSS2 study provides one of the only analytical epidemiologic studies of esophageal squamous dysplasia that collected an appropriate biological sample for the estimation of oral bacterial species in the esophagus. The Forsyth Institute has developed a valid high-throughput method for measuring the presence and relative abundance of oral bacterial species in DNA samples, namely the (Human Oral Microbial Identification Microarray). Using the HOMIM method, Forsyth can determine the presence and relative abundance of >250 species or strains of oral bacteria in a single DNA aliquot. This method is required for consistency of the current study in progress. Forsyth Institute is the only known source that has developed this method required by the NCI study. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Contractor shall provide one (1) original and one (1) copy of the capability statement. Capability statements must be received in the contracting office by 11:00 AM ET August 17, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. No faxed or emailed capability statements will be accepted. In order to receive an award, contractors must be registered and have valid certifications in the Central Contractor Registration (CCR) and the Online Representations and Certification Application (ORCA).
