Description
Description of Work for Vancouver Barracks: Project Name and location: Vancouver Barracks, Vancouver, Washington. Vancouver Barracks consists of 55.6 acres and is located approximately one-quarter mile north of the Columbia River and immediately east of Interstate 5 in Vancouver, Washington. Scope of Current Request: The Vancouver Barracks project consists of two sites; the Columbia River Site and the Western Portion Site. The Columbia River site was a Government pier for the Army from 1849 to 1948. During WWII, this area was a large shipyard called the Kaiser shipyard. During that time, munitions were dumped into the Columbia River. No known unexploded ordnance (UXO) responses have been completed. The Western Portion site has been used since the original settlement of Vancouver Barracks in the early 1800s, as a strategic military post. UXO has been found on site during excavations of development and archaeological investigations. A Closed, Transferring, and Transferred Range/Site Inventory Report and Historical Record Review were completed for the facility and a Site Investigation (SI) for these sites was planned in the Installation Action Plan. The primary objective of the Military Munitions Response Program (MMRP) SI is to determine whether a project warrants further response action under CERCLA (Comprehensive Environmental Response, Compensation, and Liability Act - aka SuperFund) or not. The SI will need to collect the minimum amount of information necessary to make this determination, as well as it (i) determines the potential need for a time critical removal action (ii) collects or develops additional data, as appropriate, for Hazard Ranking System (HRS) scoring by Environmental Protection Agency (EPA); and (iii) collects data, as appropriate, to characterize the release for effective and rapid initiation of the Remedial Investigation and Feasibility Study (RI/FS). Additional objectives of the MMRP SI are to collect the additional data necessary to (i) complete the Munitions Response Site Prioritization Protocol (MRSPP); and (ii) develop a more refined cost-to-complete (CTC) estimate. Key Design Resources Required: Explosive Ordnance Disposal (EOD) Safety Expert with underwater diving experience, and underwater geophysics expertise.
