- THIS MARKET SURVEY REPLACES MARKET SURVEY 4623-1 FOR MORE INFORMATION PLEASE CONTACT Randy Stampone, Weapons System Manager, 732-532-5631 DESC CONTACT: This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement as follows. This requirement is to provide a quantity of six (6) explosive detection systems and training for these systems to the Iraq Ministry of Defense. The application purpose of the explosive detection system is to detect explosive materials in a tactical environment but may also include screening of personnel, equipment, vehicles and structures. The system should be capable of measuring sensitivity in parts per quadrillion (PPQ). The system must be exportable to the Government of Iraq and contain an Arabic interface. The system must also have a separate sensor which can either be directly attached to the control unit for one-handed operation, or detached and configured for robots and monitored with the use of a tether. The system must utilize rechargeable batteries. The system must utilize a memory capable of logging and preserving data. The system must provide real-time response and provide quick verification of positive responses without interruption of continuous monitoring. The price should consider a package approach which includes a 12-month supply of consumables. Pricing should also include transportation and shipping to Baghdad, Iraq, International Zone and all costs associated with export licenses. Availability should indicate the lead time to include the time for export license approval. The training should focus on operations and maintenance of the explosive detection system for 40 students. Price should include all travel and life support cost associated with sending the training instructor to the International Zone, Baghdad, Iraq. All P&A should be itemized according to the below categories. Do not provide a bundled cost. Responses should provide separate price for each of the following categories: 1. Explosive detection systems, each and extended cost for quantity of 6 2. Consumables 3.
