- This is an open solicitation notice for a class of contractual actions that will be procured under existing Basic Ordering Agreements (BOAs) for machining of parts in accordance with specifications created by the National Institute of Standards and Technology (NIST)/Center for Neutron Research (NCNR). The National Institute of Standards & Technology (NIST), Center for Neutron Research (NCNR), in pursuing its mission to be a world leading facility for neutron scattering research, services a large and diverse group of outside users. To that end, it seeks to equip its laboratories with state-of-the-art parts that interface with the equipment and machines that are used to perform this research. Contractors shall machine parts on an as needed basis, in accordance with drawings and design specifications provided by NIST. The Contractor shall manufacture parts using a variety of machining techniques. Applicable techniques include (but are not limited to) turning (Lathe, Conventional and CNC); threading (Lathe, Bore, Tap); milling (Conventional and CNC); Electric Discharge Machining (EDM) (Wire and Ram); broaching; and welding. Specifications for the machining work will be provided by NIST with each delivery order and will consist of drawings with or without work instructions. NIST intends to compete and award orders among five (5) holders of Basic Ordering Agreements. The BOA Numbers are SB1341-08-BA-0001, SB1341-08-BA-0002, SB1341-08-BA-0003, SB1341-08-BA-0004, SB1341-08-BA-0004, and SB1341-08-BA-0005. These BOAs are effective for the period August 1, 2008 through July 31, 2013, should all option periods be exercised. The current option period expires on July 31, 2010. Awards shall be based on the lowest fixed price. To date, the cumulative total of orders placed under the BOAs is approximately $192,855.00. The Basic Ordering Agreements were competed 100% set-aside for small business, and awarded on a competitive basis in July of 2008. The solicitation, all associated documentation, and amendments were posted to www.fedbizopps.gov under solicitation number SB1341-08-RP-0004. Interested parties with the capability to machine parts may respond to this notice with a written statement of capability. Only companies who are classified as a small business under NAICS code 332710, having less than 500 employees, should respond to this notice. The statement of capability will be reviewed by the NIST Technical Team. The statement of capability may be followed by a Request for Proposal package which will require the interested party to submit a complete proposal in accordance with the requirements of the solicitation. The party shall be permitted 30 days to respond to the request for proposal. The RFP would reflect all of the requirements of SB1341-08-RP-0004, updated with clauses and provisions in effect on the date the Government issues the RFP to a prospective Contractor. NIST will evaluate the Contractor’s proposal in accordance with the evaluation criteria included in the solicitation. Parties determined capable of performing the required work will be issued a Basic Ordering Agreement and will have the opportunity to compete among other BOA holders for future orders. This notice shall remain open continuously throughout the period of performance of the Basic Ordering Agreements. This notice will be amended on a monthly basis, in order to provide specific notice of the number of solicitations issued within that month, and to update the cumulative award amount set forth above. In no event will the cumulative orders placed under the BOAs exceed $4,000,000.00.
