Description
The Naval Medical Logistics Command intends to negotiate with vendors on an open competition basis to procure thirty-eight (38) patternless edgers, one (1) pattern edger and eight (8) frame tracers on behalf of the United States Navy. Offerors are required to forward proposal and technical documentation by August 17, 2009. The technical documentation will be compared to the minimum essential characteristics and the evaluation factors listed below. Essential Characteristics: The requirement is for thirty-eight (38) dry cutting three-axis Patternless Edgers with the ability to process CR-39, Polycarbonate, Hi-Index, and Trivex lens materials. The dry cutting is accomplished by blades that cut the lens instead of grinding, thereby allowing for a tighter fit and better interface with the groove of the frame. The unit shall have a vacuum system to remove debris and shall not require the use of coolants which eliminates the need for environmental disposal. The unit shall utilize a 20mm diameter cutter which provides superior bevel reproduction on high base curves which allows for accurate edging of many complex shapes. The unit shall have an electric chucking system that can automatically adjust clamping pressure depending on the lens material and automatically move the lens into working position. The unit shall have a modular design that isolates the electronics and the cutter motor from the cutting chamber. The unit shall have an adjustable color flat panel LCD screen utilizing a PC-Based Windows like format for user-friendly interfacing with the machine. The unit shall be fully compliant with current OMA standards. The unit shall have an edger resident database which permits adding and editing frame information as well as the capability to download databases. The unit shall have a user-friendly interface that offers a help screen for maintenance functions and operating instructions. The unit shall be ergonomic with easy-access doors for maintenance. The unit shall be shipped complete with vacuum system and accessory kit. The electrical requirements are 110-120VAC, 60 Hz. The requirement is for a dry cutting pattern edger with the ability to process CR-39, Polycarbonate and Hi-Index lens materials. The unit shall be capable of cutting all shapes, sizes and powers of lenses without changing cutters. Dry cutting shall be accomplished by blades that cut the lens instead of grinding, thereby allowing for a tighter fit and better interface with the groove of the frame. The unit shall have a vacuum system to remove debris and shall not require the use of coolants which eliminates the need for environmental disposal. The unit shall cut bevel and rimless interchangeably. The system shall have the capability to pattern from a lens. The unit shall have an air chucking system. The unit shall be shipped complete with vacuum system and accessory kit. The electrical requirements are 110-120VAC, 60 Hz. The requirement is for eight (8) Frame Tracers. The unit shall be fully automatic and be able to be used at high production facilities as well as at remote sites. The unit shall be able to trace frames, patterns or lenses. The unit shall have vertical loading capability. The unit shall be able to trace both eyes for accurate DBL. The unit shall be able to trace h-wrap frames as well as small eyewear for children. The unit shall be able to store a minimum of 100 frame shapes. The unit shall be able to interface with the current installed base of National Optronics 7E patternless edgers. The unit shall be able to accept barcode entries. The unit shall be low maintenance. The electrical requirements are 110-120VAC, 60 Hz. Evaluation Factors: Technical proposals must include sufficiently detailed information to enable evaluation based on the four (4) factors listed below in order of decreasing priority: 1.) Equipment Factors; Conformance to Essential Characteristics and Standardization; 2.) Human Factors; a.) Simplicity; b.) Ease of Use; 3.) Quality; a.) Warranty; b.) Parts Availability; c.) Parts Cost; d.) Serviceability; 4.) Instruction Materials; a.) Operator’s Manual; b.) Maintenance Manual Regulatory Requirements: The system and all of the components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. The system shall be installed in compliance with OSHA requirements.
