- Questions to Solicitation FA3047-09-R-0030 - Logistician Management and Information Management Technician 4 Aug 09 1. Question: Can you tell us if this is a new requirement or is there an incumbent contractor, and if the due date can be extended to 14 August 2009. Answer: This is a new requirement for Lackland contracting however; there is a contract out of Langley AFB, VA. A contract for the Lackland portion of that service will be issued here. We cannot extend the closing date past Aug 10 at this time since we need service to begin on 1 Sep 09 and we need to allow any ramp up time the new contract will need. 2. Question: The Government did not post a DD 254 Form on Fed Biz Ops. The DD 254, Contract Security Classification Specification is required if contractor personnel are required to have a SECRET clearance or higher. It also means the contractor must have a facility clearance. Answer: We will provide the form to start the process at time of award. 3. Who is the current incumbent? Answer: The current incumbent is Northrop Grumman Information Technology, Inc.; the contract number is FA4890-07-D-0004 out of Langley, AFB, VA. 4. Do we need to submit any past performance information sheets to our current/past customers? Answer: No, selection will be based on lowest price technically acceptable. 5. Question: Are backfill personnel required when contractor employees are on vacation? Although this is common for SCA contracts where employees only need background investigation (non-clearance), there could be a problem because of the Secret clearance requirement. Individuals with active SECRET clearances have to be employed in order to keep their clearances active. Answer: No, we only included 1920 hours to account for vacation and holiday time. 6. Question: Paragraph 2.4.2 of the PWS states: While a TS/SSBI clearance is required, at the discretion of the govt. personnel with a minimum of a Secret clearance may be used, only if they are eligible for a TS/SSBI clearance. My confusion lies in the word "eligible". If a person has a valid Secret clearance, can they go to work on this contract, then apply for the upgrade of TS/SSBI? Answer: Yes. TS paperwork must be initiated immediately on employment. Current employees have their TS clearance.
