Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Background: The Department of Justice, Bureau of Justice Statistics reported that women between the ages of 20-24 were victimized at a higher rate than older women, regardless of martial status. The report also estimated that three percent or 1 in 36 college women are victims of rape or attempted rape in an academic year. According to a National Institute of Justice report, an estimated 350 rapes are likely to occur within a student population of 10,000. In addition, a report released from the U.S. Department of Justice, Bureau of Justice Statistics showed that half of all stalking victims fall between that ages of 18-29; and women between the ages of 16-24 experience the highest rate of domestic violence. Furthermore, research has shown that University environments are not immune from criminal victimization. Student, faculty and staff need to be educated and trained to decrease the incidences of violence against women on college and university campuses, as well as in their communities. The incidence of crimes like sexual assault, rape, intimate partner violence, bullying, stalking, domestic violence, intimidation, harassment, cyber stalking, cyber bullying, and other media based violence are higher on college campuses. Purpose and Objectives: The Contractor shall develop and implement an education and awareness program focused on violence against women to promote safety and nonviolence on college, university, and/or residential school campuses. The objective of this program is to create and develop a campus-wide violence prevention program which includes campus-wide events, workshops, a campus task force, and training for campus police and residential staff. The Contractor shall implement this program on three (3) different college, university, and/or residential campuses. Anticipated Period of Performance: 12 months from date of award Capability Statement/Information Sought: Responses must clearly convey a contractors experience and capability to perform the following tasks: 1. Building (leading or developing) partnerships. (a) Please provide a minimum of one example addressing your organization’s experience forming partnerships with organizations that focus primarily on the intimate partner violence, domestic violence and sexual assault community as well as the college/university and residential living communities. Details should include when the partnership was formed and how long it lasted; the purpose of the partnership; and accomplishments. You must provide enough details for us to clearly understand the role of your organization in working with the identified groups. (b) Please provide a minimum of one example addressing your organization’s experience forming partnerships and/or gaining the support and approval from residential schools to implement a program on decreasing violence against women. Details should include when the partnership formed; description of the resulting program; and program results. 2. Experience planning and implementing training and campus events focused on raising awareness to the issues surrounding violence against women. (a) Please provide a minimum of one example addressing your organization’s experience training campus residential staff and/or campus police focused on violence against women. Details should include when the training occurred; a description of the training to include number of attendees; and the outcome of the training. (b) Please provide a minimum of one example addressing your organization’s experience conducting multiple campus events focused on raising awareness to the issues surrounding violence against women. Details should include when and where your organization held the campus event; a description of the event to include the size and who attended (i.e. students, advocacy groups, etc.); and a brief description of the event outcome. 3. Experience building an on-campus task force to help support an initiative to end violence against women. Please provide a minimum of one example addressing your organization’s experience. Details should include when and where the task force was created; a brief description of the mission and objectives of the task force; and the outcome of the task force. 4. Experience recruiting and organizing campus students to assist in the planning, preparation and implementation of an awareness program on campus. Please provide a minimum of one example addressing your organization’s experience. Details should include a description of your method for recruiting and organizing the students and the results of your effort. 5. Experience developing and implementing an assessment tool that will measure the effectiveness of the awareness program. Please provide a minimum of one example addressing your organization’s experience. Details should include a description of the assessment tool; how you utilized the tool; and the outcomes of the assessment to include measurable changes. Each response should include the following Business Information: a. DUNS. b. Company Name. c. Company Address. d. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the Central Contractor Registration (CCR). All companies or individual seeking to contract with the Government must register on the CCR located at http://www.ccr.gov/index.asp e. Company Point of Contact, Phone and Email address Teaming Arrangements: All teaming arrangements should also include the above-cited information and certifications for each entity on the proposed team. Information Submission Instructions: Responses must be submitted via email to Camille Timmerman at Camille.Timmerman@psc.hhs.gov no later than 12:00PM EST August 10, 2009. Capability statements will not be returned and will not be accepted after the due date. Responses should be in MS Word or Adobe PDF format. The maximum number of pages for submission is 15. Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
