- Solicitation Performance Work Statement Appendix C Wage Determination This is notice of the Government's intent to negotiate a contract for the repair and overhaul of the Fluid Cell Press located in building 140 on Robins AFB; under the authority of 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, Only one or a limited number of responsible sources, and no other supplies or services will satisfy agency requirements. The agency's minimum needs can only be satisfied by the unique supplies or services available from limited sources, which possess unique capabilities demonstrated as follows: 1. AvureTechnologies (331J7) and Enprotech Mechanical Services (1DZD9) are the only two known manufacturers that can perform the required work on the Fluid Cell Press Model Number QFC 1,6 x 4-140. 2. Programming events for this press are critical. Timing of events, such as the high pressure hydraulic and tray movement systems, can only be done if the vendor is familiar with all components of the press, including interfacing hardware and software. The area that this work must be performed in is located at Robins AFB and there is a continuing need for this Fluid Cell Press to be out of service the least available time, and there are only two known manufactures in the world that can perform these repairs and modifications in a timely manner which are the OEM(Avure) and Enprotech. The contractors identified above are the only known sources that can meet all of the requirements. Competition is restricted between the two identified sources (Avure and Enprotech). This is not a "full and open" competitive solicitation, and quotes are not being requested. Any other responsible source capable of meeting the requirement may submit technical, delivery, pricing, and past performance data sufficient to determine capability. However, the determination to compete or not to compete this requirement is solely at the discretion of the Government. To be considered, any such documentation must be received NLT 3 September 2009, 12:00PM EST. Only electronic submissions will be accepted and no extensions will be granted. All respondents must be registered in the Central Contractor Registration (CCR), ORCA, and have a valid DUNS number, Cage Code, and Tax Identification Number. *NOTE 22 applies* This requirement has been 100% Set-Aside for Small Business Concerns. Site Visit: a) An organized site visit has been scheduled for: Wednesday, 19 August 2009 at 9:00 am. Participants will meet at Robins AFB Visitors Center at 08:30 pm. b) Submit name(s) of all attendees not to exceed two (2) per contractor to: 1. The below information (plus individual's name(s) must be provided in advance in order to ensure access to the installation. c) Driver's licenses, SSN, proof of vehicle registration and insurance are required to gain access to the installation. d) A record of the Site Visit shall be made and furnished to all attendees. The record should include minutes of the meeting, including all questions and answers. CONTRACTORS ARE ADVISED TO BRING COPIE(S) OF STATEMENT OF WORK. Questions will NOT be answered by telephone. Interested parties may submit information for consideration of their capabilities and qualifications to Mr. Ryan Byrd at ryan.byrd@robins.af.mil. No questions will be answered after the closing of this notice, 3 September 2009 (12:00PM EST).
