Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch, (OEEB) plans to procure on a sole source services of an Industrial Hygienist for Support for Occupational Epidemiology Studies with The Institute of Risk Assessment Sciences (IRAS), University of Utrecht, Yalenlaan 1, Utrecht 3584 CL, The Netherlands. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 541990 and the business size standard is $7M employees. Period of Performance shall be at award through 12 months two, 12 month options. Only one award will be made as a result of this solicitation. The Occupational and Environmental Epidemiology Branch (OEEB) within the National Cancer Institute (NCI) carries out studies of occupation and environment-related risk. These studies include retrospective assessment of historical exposures through industry and questionnaire-based evaluations; on-site evaluation of exposures through air, dermal and biological monitoring; and evaluation of early biologic effects and genetic susceptibility. The contractor shall provide support services for epidemiologic applications of industrial hygiene to meet critical needs on four major research areas: 1)-a study of miners exposed to diesel exhaust (Diesel Study), 2)-studies of benzene exposed workers in China (Chinese Benzene), 3)-a study on occupational solvent exposures and biomarker effects (Solvent Biomarker Study), and 4)-a study on indoor air pollution and lung cancer (Qujing Lung Cancer Study). The contractor shall provide the services, of an industrial hygienist (IH), in the area of industrial hygiene applications to epidemiologic research on environmental and occupational determinants of cancer. The Contractor shall provide services to support OEEB research activities in the areas of miners exposed to diesel exhaust, of workers exposed to benzene in China, of workers exposed to solvent exposures, and of nonsmoking women exposed to indoor air pollution. The University of Utrecht has extensive and unique experience in these areas. Researchers at the University are recognized leaders in occupational and environmental exposure assessment for epidemiological studies along with a strong background in industrial hygiene, toxicology and epidemiology. The University is familiar with the different areas in exposure assessment including real-time and historical assessments, quantitative exposure modeling techniques, biological monitoring and dermal exposure assessments. This is critical to the ongoing studies at the NCI and data must remain consistent. No other source is known to the NCI that combines both the knowledge and experience necessary to work on these studies. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 AM ET on August 14, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
