- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Department of Defense Federal Acquisition Regulation DFAR Part 206.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following items: CLIN 0001 1 each Phase III of Model Validation Effort The intended delivery date for the item(s) is August 17, 2009. The Government intends to award a Firm-Fixed Price sole source contract to Signature Reasearch, Inc. This firm is the sole developer of the software. Specialized knowledge is possessed by the contractor that developed the physics-based Signature software. The US Government has invested millions of dollars into Signature Researchs EOView software that is being tested for potential use in test and evaluation of numerous military systems over many years to come. Signature research is in the best position to understand all the nuances of the code and the critical aspects of the material characteristics to properly model the thermal signature. The associated North America Industry Classification System (NAICS) Code is 541330 and the Business Size Standard is $27.0 million (military weapons). All responses received within five (5) days after date of publication of this notice will be considered by the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 9:00 AM Eastern Time, Monday, August 10, 2009. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
