- Pre-Solicitation Modification is issued to clarify that Project # 646-09-100, "Renovate 1 North and Building 51" is a Request for Proposal (RFP) not an Invitation for Bid (IFB). Project is located at the VA Pittsburgh Healthcare System (VAPHS), Heinz Division, Pittsburgh PA 15206. This procurement is set-aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB). Work includes, but is not limited to, a multi-faceted Design Build Construction for: Renovation of Community Living Center in Building 50, Unit 1 North to accommodate new VA standards for Cultural Transformation; Renovation of B51 Lobby in incorporate Cultural Transformation and to renovate/expand Police security functions as part of this lobby; Relocate/Renovate Physical and Occupational Therapy (PT/OT) from current location to area designed in proposed layout which will be provided. The goal for the PT/OT is to consolidate the two (2) locations and create and centralize streamlined location; Relocate/Renovate Ceramics from current location to area designed in proposed layout which will be provided; Relocate/Renovate Employee Training Room from current location to area designed in proposed layout which will be provided. Include removal of all existing materials and surfaces as required to complete renovation. This project involves primarily nonrecurring maintenance such as the installation of walls, flooring, lighting, custom casework, nurse call system expansion to med gases, security system. High technical training center, and installation of ceramic workshop. Supply HVAC distribution components; MEP equipment including connections to existing building utilities; emergency power; installing and certified testing of sprinkler systems, alarms, and all security systems. The construction cost range is between $2,000,000 and $5,000,000. The applicable NAICS is 236220 with the small business size standard of $33.5 million. Solicitation will be issued on or about (o/a) August 11, 2009 to interested parties through electronic data interchange at the following URL: http://www.fedbizopps.gov for downloading FREE OF CHARGE. Drawings are in AutoCAD 2007 format. Any amendments to this solicitation will be available at the website. Offerors are advised that they are responsible for obtaining amendments from the website. Questions must be submitted to the Contract Specialist by e-mail to Angelamarie.Scott@va.gov or by fax to 412-954-4059, no later than August 14, 2009, so they can be addressed at the Pre-proposal Conference. A Pre-proposal Conference is anticipated (o/a) August 18, 2009 at 9:00 am Eastern Standard Time (EST) at the VA Pittsburgh Healthcare System, Heinz Division, Room 1A109, Director's Conference Room. Although not mandatory, all offerors are encouraged to attend the Pre-proposal Conference. Further questions will be accepted by the Contract Specialist by e-mail or fax until close of business August 25, 2009 (eight calendar days) after the Pre-proposal Conference. Any changes resulting from the Pre-proposal Conference discussions will be provided to all Fed-Biz-Ops registered offerors by means of a Modification. Questions received later than eight (8) calendar days after the Pre-proposal Conference may not be addressed in the interest of adhering to the schedule of date and time for receipt of proposals. Date and time set for receipt of proposals will be o/a September 10, 2009 at 10:00 AM EST. Delivery all proposals to VAPHS, 7180 Highland Drive, Pittsburgh, PA 15206, Bldg. 4, 3rd floor, Room C371ne. To be considered responsive to this solicitation, included but not limited to, prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov, shall be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov and be registered at http://www.vip.vetbiz.gov.
