- Pre-Solicitation Synopsis Grand Forks, North Dakota Levee Material Removal This requirement is being procured under both the Small Business Administration Reauthorization Act (Public Law105-135) and the Robert T. Stafford Disaster Relief and Emergency Assistance Act, (Public Law 100-707). Only firms recognized as Historically Underutilized Business Zones (HUBZones) by the U.S. Small Business Administration and that are within the included counties of the FEMA-1829 DR Disaster Declaration Minnesota are eligible to submit offers. The Government intends to issue Request for Quotes - Solicitation Number W912ES-09-T-0070 for the providing of all labor, equipment and materials necessary for the removal and proper storage of emergency clay levees constructed during the spring 2009 flood fight in Grand Forks County, ND, in the City of Grand Forks. Removals shall be limited to the materials placed during the 2009 flood fight in Grand Forks,ND. The levees are pre-existing permanent federal levees. Location of Work: Clay material placed on top of the existing permanent federal levee from the Lincoln Drive pump station, just south and east of the intersection of Lincoln Drive and Almonte Avenue, and continuing south along approximately 2,500 lineal feet of the federal levee to a point just east of the intersection of Belmont Road and 17th Avenue South. The North American Industry Classification System (NAICS) code is 237990 with a small business size standard of $33.5 million. The estimated order of magnitude is between $25,000 and $100,000. The solicitation is scheduled to be posted on or about 7 August 2009. The Offer due date will be approximately 5 days thereafter. The Point of Contact for this procurement is: Mr. Richard J.
