Description
Notice of Intent Ref # 2009-73162 The National Institute for Occupational Safety and Health (NIOSH) Alaska Pacific Regional Office along with the Procurement and Grants Office of the Centers of Disease Control and Prevention intends to award a sole source, firm fixed price contract, in accordance with FAR Part 13, using simplified acquisition procedures, to Bay of Bengal Programme (BOBP), Inter-Governmental Organization (IGO), 91 St. Marys Road, Abhirarnapuram, Chennai, Chennai 600 India. This order will be awarded for a base year with 3 additional option years. The options will be exercised based upon governmental discretion each year. The purpose of this Notice of Intent is to secure the services of BOBP to conduct the following: o The Program will be initiated on a pilot basis in selected locations. The pilot phase of the program will be carried out in Tamil Nadu, India- a major coastal state with a considerable population of fishermen. Subsequently, the geographic scope will extend to all 9 coastal states and 4 union territories in India, then to Bangladesh, Sri Lanka, and The Maldives. o The information collection will comprise two parts: (1) collection and analysis of historical data on fishing related accidents: which will be collected from claims submitted for insurance and other relevant records available from the state governments, Indian Coast Guard search and rescue records and reports, etx. The data available from insurance claims may include accidents on land and natural deaths, so it will require crosschecking. (2) collection of data on current fisheries management: this would include data on fishing crafts, their registration, quality of inspection, fishing practices, problems encountered at sea, and qualitative assessment ( via focus groups and other structured interactions) of awareness about safety measures and survival strategies used by fishermen. o Identifications of communities/ active fishermen willing to try safety guidelines, pilot-test equipment and provide feedback: this will be done in consultation with fishermen's societies/ associations. The sample members from willing societies/ associations will be provided with the required equipment and training. Participation willing societies will also act as surveillance points, and will provide detailed information on any accident (minor or major), including the nature and cause of accident, steps taken by victims, ect. o The information collected through these field evaluations will be recorded and disseminated to the concerned authorities through workshops to expand on prior work, to further (1) identify the most efficient data collection methodology, (2) examine the status of occupational safety of fishermen, (2) identify the safety needs and efficacy of existing safety measures, and (3) develop guidelines and programs for monitoring, control and surveillance (MCS) of safety and related issues. The results will include information on safety measures, (3) the needs and requirements of fishermen, and (4) development of MCS mechanisms for improving safety and health of fishermen. The contractor provides unique insights into and information on fishing industry casualties in south Asia. Work closely and effectively with numerous local, national and regional organizations, governmental non-governmental, including fishermen's associations. Work effectively with fishermen of the Bay of Bengal region, through focus group discussions and workshops, to elicit their experiences and insights and develop interventions. No Request for Quotes (RFQ) will be issued based upon this Notice of Intent.
