Description

The National Institute of Standards and Technology (NIST) intends to procure on a sole source basis and under the authority of FAR 6.302-1(a)(2), with Scientific Answers and Solutions, LLC, Madison, WI 53711-5762, development of specifications of combined soft and tender x-rays beamlines for the National Synchrotron Light Source (NSLS) II at the Brookhaven National Laboratory. In particular, the current requirement builds directly on existing NIST Contract SB1341-08-SE-0972, entitled "The design of a combined soft and tender x-ray beamline for NSLS II," dated September 8, 2008. Scientific Answers and Solutions, LLC: 1) holds unique proprietary information relating to computer code and calculations used to determine the many optical elements of the beamline design; and 2) is the only vendor being utilized by Brookhaven National Laboratory to develop soft and tender optical technical designs for NSLS II beamlines. No other company has the proprietary knowledge to provide these services. A solicitation package will not be issued. This notice of intent is not a request for competitive quotations; however, the government will consider other responses received by 3:00 p.m, EST on August 10, 2009. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
