- Description
- The Social Security Administration (SSA) intends to purchase software proprietary to one manufacturer as set forth in the Federal Acquisition Regulation (FAR) 8.405-6 “To an item peculiar to one manufacturer.” As it stands, Phoenix Software International is the only known manufacturer of the (E)JES software. This requirement is for additional mainframe software licenses necessary due to mainframe hardware upgrades. The mainframe hardware upgrades are necessary to support: (a) creation of the Document Management Facility/2 for post entitlement processing; (b) reduction of SSA’s mainframe processing usage ceiling from 95% to 90% to alleviate production outages; and, (c) Accelerated Disaster Recovery Environment to facilitate backup and recovery of National Computer Center critical workloads at the Durham Support Center. In order to support these initiatives, SSA’s mainframe capacity will increase by 1585 MSUs. •System 82 – increase of 373 MSUs - from a z10 2097-714 to a z10 2097-720 •System 83 – increase of 369 MSUs - from a z10 2097-715 to a z10 2097-721 •System 84 – increase of 373 MSUx - from a z10 2097-714 to a z10 2097-720 •System 93 – increase of 158 MSUs - from a z10 2097-706 to a z10 2097-708 •System 94 – a total of 312 MSUs - New z10 2097-703 mainframe system Current software licensing MSU ceiling for these products is 5,194; new ceiling being requested is 6,911. This total includes the 132 MSUs for the pending new Durham CPU. Any vendor capable of providing software that can perform the essential requirements must present electronic/written evidence of such capabilities by August 3, 2009. The evidence must include a discussion of how the software would satisfy the proposed requirements. The Government does not intend to pay for information received and does not intend to provide evaluation results to the sender.
