- GOVERNMENT REQUEST FOR INFORMATION. THIS IS NOT A REQUEST FOR PROPOSALS. The Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV), Indian Head, Maryland is requesting information on commercially available programmable influence mine simulation systems that are available for demonstration in 4th Qtr CY 2009 and lease-or-buy in 1st Qtr CY 2010. Design proposals requiring developmental funding are not of interest (development funding is not available). Systems must be capable of being programmed by system operators in real to near-real time to detect, measure, and record multiple energy signatures of varying sensitivity (such as magnetic, acoustic, pressure, etc). Systems must be capable of being deployed, operated, and recovered from small diving support craft typically used to conduct Mine Counter Measures (MCM) diving operations (ex: Zodiac/RHIB) without the use of lifting mechanisms, i.e. winch or davit. All components of the system must be man-portable to facilitate ease of handling and shipping. The system must also be capable of emitting visual and/or audible alarms under water and on the surface when a programmed signature threshold is exceeded. Respondents are requested to provide: 1) system description, specification sheets, brochures, and company points of contact; 2) stage of development (if applicable), information on demonstrated (preferable) or estimated performance, including actual/projected system reliability; 3) estimated cost to; a) lease one system for a period of 7 months, and b) buy one system. This lease or buy system will undergo test and evaluation for a period of approximately six months. 4) estimated production unit cost for approximately 6-10 systems, procured over two years, that meet the requirements of the Performance Specification and Statement of Work; 5) the yearly cost of supporting/repairing 6-10 METRES units and your proposed means of supporting these items; and 6) comments and suggested changes to the attached Draft System Performance Specification for the Maritime EOD Training, Ranging and Evaluation System (METRES), the Draft Contracting Strategy, and the Draft Statement of Work.
