- [BASIC STATEMENT OF REQUIREMENT]NASA/DFRC has a requirement for Accelerometers and Sensor Signal Conditioners [SPECIFICATIONS]The specifications are:(1)Qty 8- Charge output High Temp 357M119 Accelerometer (900 degree F, 15pC/g) withIntergal Hardline cable (See attachment A for specifications)(2)Qty 2- Charge Output High Temp 357M90 Accelerometers (1200 degree F, 5pC/g) with10ft Hardline Cable (See attachment B for specifications)(3)Qty 1- 483C30 w/ 2 Hz High Pass Filter & 10kHz Low Pass Filter on the outputstage, 8-Channel, line powered, ICP/Charge sensor Signal Conditioner, Gain, SelectableInput Ground Isolation (See Attachment C for specifications)(4)Qty 2- Multi-conductor cable (4-channels), 5ft, HP VXI male to 4 BNC plugs, VXIDAQ to 483C30 Charge Signal Conditioner cable(5)Qty 2- High Temp Hardline Cable, (-300F to 1200F), 10ft, 10-32 plug to 10-32 jack(6)Qty 8-Input adaptor, 10-32 jack to BNC plug (7)Qty 6-Low-noise, blue, coaxial, Teflon cable, 20-ft, 10-32 plug to 10-32 plug(8)Qty 6- Low-noise, blue, coaxial, Teflon cable, 50-ft, 10-32 plug to 10-32 plug(9)Qty15-Cable feed thru connector, 10-32 jack to 10-32 jack[SOLE SOURCE EXPLANATION]NASA/DFRC intends to purchase the above items from PCB Piezotronics, Inc. Theaccelerometers will be used in ground vibration tests, model correlation and flutteranalysis for hypersonic vehicle applications. The government is looking foraccelerometers that can with stand the thermal spikes of the tests conducted here. Market research has been completed over the past 3-4 years for of high temperatureaccelerometers. PCB Piezotronics, Inc is a company that can provide 900 degree and 1200degree accelerometers. Both types will be tested here at Dryden for their thermalprofiles. The results in those tests will determine which accelerometers will meet ourexpected thermal profile.The signal conditioning module has several unique characteristics including compatibilityfor the charge output high temp accelerometers, 2Hz high pass filter, 10kHz low passfilter on the output stage, line powered, incremental voltage gain, selectable input,TEDS sensor supported and ground isolation. PCB Piezotronics has specially designed it towork with the high temperature accelerometers. [FOLLOW-UP AND LEGAL]The Government intends to acquire a commercial item using FAR Part 12 and 13.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 20, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Offer from PCB Piezotronics, Inc is due not later than 4:30pm localtime on August 27, 2009.Oral communications are NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
