- U.S. Army, Mission and Installation Contracting Command (MICC) intends to award the PRWeb Army Maintenance effort on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to CACI Enterprise Solutions, Inc., 4114 Legato Road, Fairfax, VA 22033, for continued capability to create electronic purchase requests that are integrated with the Standard Procurement System. This requirement is in accordance with the purchased PRweb enterprise license for servers and users and is in accordance with terms and conditions in the AcquiLine Suite of Products. The maintenance required by utilizing these services will allow the Army to keep the baseline proprietary software in good operating condition and continue receiving technical helpdesk support services. This proprietary software product was developed by CACI and the agency has continual need for capability to create and reroute purchase requests in AcquiLine, which is unique to this software package. The selected NAICS code is 541512, Computer Systems Design Service specializing in integrated systems design. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 1:00 pm EST, 7 AUGUST 2009. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB.
