APPENDIX D SPECIFICATIONS PLANS SOLICITATION RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912DS-09-B-0017. This is a U.S. Army Corps of Engineers, New York District Invitation for Bids (IFB) to award a contract for the Troy Lock Asbestos Abatement and Lockmaster Building Demolition project. The work includes removal and proper disposal of Asbestos Abatement and Re-Insulation of surfaces abated in 3 buildings along with demolition of the Lockmasters House located at Troy Lock and Dam, Troy, New York. For Building No. 6 (Administration Building) and Building No. 7 (Storehouse) -- the Asbestos Abatement and Disposal of all Asbestos-Containing Material (ACM) of insulation of all piping and appurtenances and re-insulation with approved non-asbestos-containing materials. For Building No. 6 (Administration Building) Boiler Room and Building No. 7 (Storehouse) Boiler Room -- the Asbestos Abatement and Disposal of all Asbestos-Containing Material (ACM) of fire proofing surfaces of ceilings, roof purlins, side walls, and ACM insulation of air handling duct work and re-insulation/fireproofing with approved non-asbestos containing materials. For Building No. 2 (Lock Operating House) -- the Asbestos Abatement and Disposal of hard board Asbestos-Containing Material (ACM) attached to electrical trays and cabinet and re-insulation/fireproofing with approved non-asbestos containing materials. For the Lockmasters House -- complete demolition of the building, sidewalk, stairs, and pads along with shrub and tree removal in compliance with federal, NY State, and local laws, rules and regulations for demolition, Asbestos abatement and Lead-Based Paint removal, AND terminating existing utilities AND also including surface restoration with required compacted backfill and grading to meet surrounding existing ground surfaces with 4 inches of topsoil and seeding. This procurement is being solicited as a 100% SMALL BUSINESS set-aside. The applicable NAICS Code is 562910. The Small Business size is $14,000,000. The SIC Code is 1799. The range of the estimated construction cost is $500,000.00 to $1,000,000.00. The Federal Acquisition Regulation requires that Past Performance Information (PPI) be collected on Department of Defense (DoD) contracts. The Government has now implemented a web-enabled application that collects and manages contractor past performance data. Effective 1 April 2007, the system, Contractor Performance Assessment Reporting System (CPARS), requires both the contractor and the Government to submit their portion of the CPARS report via the internet for Construction contracts in excess of $100,000.00. More definitive guidance and instructions will be incorporated in the solicitation and resultant contract. In the meantime, to become familiar with the system, the CPARS website has a computer-based training module and a practice session for your use at https://www.nwp.usace.army.mil/ct/I/home.asp by following the links to the Training. Plans and Specifications for the subject project will be available on or about 31 July 2009 with Bid Opening on or about 31 August 2009. Bids are to be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 1843, 26 Federal Plaza, New York, NY 10278. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the Internet.
