Description
RFP COMBINED SYNOPSIS SOLICITATION COMBINED SYNOPSIS/SOLICITATION (I) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation document is issued as a request for proposal (RFP). Submit written proposals for RFP number DOL099RP20754. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35. (IV) This acquisition is set aside 100% for small business. The associated NAICS code is 334112. The small business size standard is 1,000 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial services: 0001. Maintenance and Support services for Cisco Smartnet coverage on major hardware components including routers, switches, and hubs. The base period of performance will be from 16 August 2009 through 15 August 2010, plus four one-year options. OPTIONS: 1001 - Maintenance and Support services for Cisco Smartnet coverage on major hardware components including routers, switches, and hubs (POP 16 August 2010 through 15 August 2011). 2001 - Maintenance and Support services for Cisco Smartnet coverage on major hardware components including routers, switches, and hubs (POP 16 August 2011 through 15 August 2012). 3001 - Maintenance and Support services for Cisco Smartnet coverage on major hardware components including routers, switches, and hubs (POP 16 August 2012 through 15 August 2013). 4001 - Maintenance and Support services for Cisco Smartnet coverage on major hardware components including routers, switches, and hubs (POP 16 August 2013 through 15 August 2014). (VI) Description of requirements is as follows: The contractor shall provide annual Cisco Smartnet maintenance and support coverage on its Cisco major network hardware components including routers, switches, and hubs. Coverage should include the following: On site hardware replacement and technical support 24x7x4 hour response (C4P) on all critical components. 8x5 next business day on site hardware replacement and technical support (SNT) on secondary components is required. Current Inventory includes approximately 140 products/parts. Reports Requirement: To adequately track the cost of the services provided, the contractor must provide a monthly cost resource utilization report (broken out bi-weekly) to the Contract Officer Technical Representative and Federal Project Manager outlining the resource by name, name of project, brief assignment description, number of hours spent on the assignment, cost associated with each assignment, running totals, and the date. (VII) Date(s) and place(s) of delivery and acceptance and FOB point: N/A (VIII) The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items (JUN 2008), applies to this acquisition. (IX) The provision at FAR 52.212-2, Evaluation – Commercial Items (JAN 1999), applies to this acquisition. The following evaluation criteria shall be used to evaluate offers: (1)Technical (2)Past Performance (3)Price Technical and Past Performance are of equal importance and, when combined, are significantly more important than price when being evaluated. Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The total price offered (base year, option period(s), and optional services offered, will be used as the overall evaluated price). (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (FEB 2009), with its proposal. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (MAR 2009), applies to this acquisition.
