Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the FAR (Federal Acquisition Regulation) as supplemented with additional information included in this notice. U.S. Army Dugway Proving Ground, Directorate of Contracting is contemplating the procurement of liquid nitrogen freezer maintenance support consisting of the following: (a) CLINs 0001, 1001, 2001, 3001, and 4001 (NOTE: The service for CLIN 0001 will only be One (1) Each (EA) base term period, while the service for CLINs 1002, 2002, 3002, and 4002 will each be for Two (2) Each (EA) option periods): Non-personal service to provide yearly preventative maintenance on referee equipment in accordance with the manufacturers recommended preventative maintenance requirements. The referee equipment (refer to technical exihibit 1 (TE-1) for a listing of the referee equipment) covered by the preventative maintenance. Changes to the referee equipment list may occur during the term of the contract as the manufacturers commercial warranty period expires on new units. Preventative maintenance shall not occur on new untis until negotiated and authorized by the contracting officer. The unit price shall include all costs (labor, travel, parts, and other expenses) required for the preventative maintenance service. (b) CLINs 0002, 1002, 2002, 3002, and 4002 (NOTE: The service for CLIN 0002 will only be for a six (6) month base term period, while the service for CLINs 1002, 2002, 3002, and 4002 will each be for a twelve (12) month option period.): Non-personal service to perform initial assessments for each emergency call-out to ascertain the level of effort and price required to conduct repairs, outside the manufacturers recommended preventative maintenance requirements (refer to CLIN 0001) on any of the referee equipment (refer to technical exihibit 1 (TE-1) for a listing of the referee equipment). The Contracting Officers Representative and the Contract Administrator after the assessment. The report shall include a description of the problem, necessary measures to repair the referee equipment and an itemized firm-fixed price proposal to include all costs necessary for the required repairs. No emergency repairs shall be completed until the Contracting Officer provides an notice to proceed. The unit price for the assessment shall include all costs (labor, travel, parts, and all other expenses) required for the on-site assessment. The number of referee equipment covered by this CLIN may change during the term of the contract as manufacturers commercial warranty period expires on new units. Assessments shall not occur on new units until negotiated and authorized by the Contracting Officer. (c) CLINs 0003, 1003, 2003, 3003, and 4003 (NOTE: The service for CLIN 0003 will only be for a six (6) month base term period, while the service for CLINs 1003, 2003, 3003, and 4003 will each be for a twelve (12) month option period.): Non-personal service to perform emergency repairs as identified in the Contractors assessment report (refer to CLIN 0002). Emergency repairs shall not begin until a notice to proceed has been provided by the Contracting Officer. (d) CLINs 0004, 1004, 2004, 3004, and 4004 One (1) each (EA): The contractor, Dycor Technolgoies, agrees to provide a listing of stock parts inventory for the referee equipment (refer to technical exihibit 1 (TE-1) for a listing of the referee equipment). The contractor, Dycor Technologies, further agrees to maintain this spare parts inventory in alocked and secure location provided by the Government on Dugway Proving Ground, from which only Dycor Technologies Personnel and the technical point of contact (Aaron Thomas), have access to. It is agreed that this inventory of stock parts will be evaluated at the conclusion of the base term, and if necessary will be replensihed during the option terms. Only those parts that have been spent during the base period will be replaced and priced accordingly for the option terms. (e) CLINs 0005, 1005, 2005, 3005, and 4005 One (1) each (EA): Non-personal service to provide recertification of complex high volume use items, which include the CFLAPS and XMX/102s. The equipment will be shipped to the contractor after proper decontamination for recertification upon completion of testing. (f) CLINs 0006, 1006, 2006, 3006, and 4006 One (1) each (EA): Non-personal service to provide hardware/software additions and upgrades, to include mandated, required or needed upgrades to the CBNET software. CBNET software is resident in distributed fashion, in all components of the referee equipment. Annual software license for all existing components currently at Dugway Proving Ground and includes regular upgrades to CBNETAS, the contractor releases them, and on-call support. The license also includes the ability for Dugway Proving Ground to request additional modifications, as determined on a case-by-case basis during discussions between the contractor and the Contracting Officers Representative. (d) CLINs 0007, 1007, 2007, 3007, 4007: Manpower Reporting Elements. Note: This is a notice of intent to negotiate on a sole source basis with Dycor Technologies LTD, 1851 84 Street, Edmonton, AB, Canada, T6N 1E6. Pursuant to 10 U.S.C. 2304 (c) (1) and Federal Acquisition Regulation 6.302-1, supplies, services and/or equipment are available from one responsible source and no other type of supplies, services and/or equipment will satisfy agency requirements. This announcement constitutes the only solicitation requested and a written solicitation will not be issued. Supporting evidence must be furnished to demonstrate the ability to comply with the governments requirements. The solicitation is issued as a request for quote (RFQ).
