Description
The 350th Electronic Systems Group anticipates the award of a sole source contract for the operation and maintenance of the Afghanistan Intelligence Fusion Center (IFC) to Cambridge Communication Systems, Inc, 8501 Capo Ct, Vienna, VA 22182-3783. Cambridge Communication Systems is the incumbent IFC contractor. The proposed contract will allow for a six-month "bridge" period of performance to ensure the continuation of essential services in support of the US Central Command (CENTCOM) during the period between the expiration of the current contract vehicle and the transition to a new, long-term contract negotiated under full and open competition. The duration of this effort is 23 August 2009 through 22 February 2010. The Government intends to make this award by 21 August 2009. The IFC is a system of communications, computers, electronic knowledge management, Dari-language interfaces, intelligence databases, and other sensitive exploitation information analysis components and specialized personnel that is critical for the exchange of data and compilation of actionable target packages. The system is based at the Counter Narcotics Police Afghanistan (CNPA) in Kabul with subsystems and additional resources at the US/UK Interagency Operations and Coordination Center (IOCC) in Kabul. In some cases, the IFC is the only source of critical intelligence capture that is available from host nation sources. It supports not only US Forces, but allied/coalition partners as well. It is the source for time sensitive Counter-Narco Terrorism (CNT) intelligence that is necessary for target execution. (SEE ATTACHED NOCA FILE)
