Description
The Bureau of Reclamation intends to issue a Request for Proposals for a firm fixed-price construction contract for the Excitation System Replacement at the New Melones Powerplant. More specific requirements are listed below. The work will be performed at the New Melones Powerplant in Sonora, CA. The NAICS Code is: 237990 and the related small business size standard is $33.5 million. This procurement is full and open and not set-aside. Solicitation R09PS20128 will be posted on or about August 28, 2009. The date for receipt of proposals will be approximately September 29, 2009. The solicitation must be downloaded at the following website: http://ideasec.nbc.gov. Except for drawings, no paper copy of this solicitation will be distributed. To acquire the drawings "Offerors" must be registered on the bidder's list at the above website. The drawings, specifications, and bidder's list will only be available once the solicitation is posted. The estimated value of this acquisition is $1,000,000 to $5,000,000. Prospective contractors MUST be actively registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov to be eligible for award. Questions concerning this solicitation should be directed to Teena Glasper by email at tglasper@mp.usbr.gov. ____________________________________________The principal components of the work to be performed include: A.Providing new static excitation systems for each of the existing two 192 MVA hydro-electric generators, which includes:1.Furnishing drawings and data.2.Reuse and modify existing excitation system AC and DC bus to accommodate new static excitation system.3.Removing and disposing of existing static excitation equipment, including SCR bridges, circuit breakers, and associated equipment.4.Remove excitation power transformers (PPTs) and return to Government for future use.5.Furnishing, installing, and testing (factory testing) new static excitation system including, power potential transformers, circuit breakers, SCR bridges, digital voltage regulators with redundancy and associated limiters, instrumentation, protection, and control components.6.Furnishing and installing conduit, conductors and instrumentation for power and control wiring.7.Providing field testing of new equipment.8.Training Government personnel in operation and maintenance of new excitation system.9.Providing spare parts for static excitation system.
