Description
The Alabama Air National Guard located at Birmingham IAP ANG, Birmingham, Alabama and the USPFO for Alabama intends to issue an Invitation for Bids (IFB) to award a single, firm fixed-price contract for construction services, non-personal to provide for all labor, transportation, new and current materials, tools, parts, equipment, appliances, supplies, services, permits, insurance and supervision necessary to perform and complete construction of KC-135 Alert Crew Quarters in accordance with plans and specifications. PROJECT NUMBER BRKR029059: The Alert Crew Quarters facility will be a masonry wall building with brick faade; foundation system will be strip footings to support the exterior masonry walls; finished floor will be a slab-on-grade. The roof will consist of pre-fabricated cold formed steel trusses with metal deck and a standing seam metal roof. The facility will be complete with mechanical, HVAC, electrical, fire protection, and communications. Interior, non-load bearing partitions will consist of gypsum dry wall and masonry. Interior finishes included. In addition, site improvements, pavement systems, utility connections, and emergency power systems will be provided. NOTE: Alert Crew Quarters building will be a LEED Silver rated building. Magnitude of the project is between $1,000,000.00 and $5,000,000.00. Failure to submit a bid on all items shall result in rejection of the bid. Construction/contract completion time is anticipated to take approximately 420 days from notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236210. The size standard is $33.5 million. This action is being procured on a TOTAL SMALL BUSINESS SET-ASIDE basis in accordance with the FAR 19.502-2. All responsible small business firms may submit a bid. The tentative date for issuing the solicitation is on-or-about August 21, 2009. The tentative date for the pre-bid conference is on-or-about August 27, 2009, 1:00 p.m. local time at the Birmingham ANG Base Civil Engineering Office with site inspection to follow. All interested contractors are encouraged to attend and should be aware of the requirements for admission to the base. The solicitation is scheduled to close on-or-about September 18, 2009. Actual dates and times will be identified in the solicitation. The solicitation and associated information (minus the plans and specifications) will be available from the EBS website http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the FedBizOpps website on-line at http://fedbizopps.cos.com. No telephone requests will be accepted. Interested bidders as well as plans rooms must be registered in the DoD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested bidders are also required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website.
