- Solicitation WA will conduct a mandatory pre-bid walk-down inspection of the work site at 9:00am CST on August 13, 2009. All parties will meet in the break area of the Engineering Offices (PSB). If you would like to participate in the visit (limit of 2 per bidder team), please contact Ms. Tammy Brown at 256-238-0721, extension 124 to make arrangements to attend the walk-down. Please Note: Completion and submission to WA of DOD form 380-2 Personal Data Questionnaire and OSHA Respiratory form included with this document is required to participate in the pre-bid walk-down inspection. These forms must be submitted to Ms. Tammy Brown by Fax (256-238-8281) or hard copy no later than 12:00pm CST, August 10, 2009 to permit processing and clearance by the walk-down date. Failure to attend the mandatory pre-bid walk-down will disqualify any bidder from submitting a bid. Bidders must be pre-approved by WA Safety prior to submitting their bid. The Contractor Pre-Qualification Questionnaire is located in Attachment A of this solicitation. STATEMENT OF WORK Provide all labor, materials, and equipment in accordance with this document, Demolition Of The BRA PAS Engineering Work Package (AN-1705-ECP/WO#351416), Rev. 0 (EWP), and the Special Conditions. The scope of work includes, but is not limited to: 1.1 General: Disassemble and remove the BRA PAS from the concrete slab in a safe manner once all the services have been removed using the following Order of Demolition: Electrical Work: 1.2 Remove Power feeders and conduit from the BRA PAS by performing section 1.2. 1.2.1 With BRA-PAS Control Panel (BRA-PANL-101) and Air Heater Control Panel BRA-HEAT-110 locked out @ SPS-MCC-114. (See SK07-AN-2-E-903-SC) 1.2.1.1. Remove the three sets of feeders between BRA-PANL-101 and SPS-MCC-114. 1.2.1.2. Referring to sketch SK01-03-27-E-1005-SC, remove the feeders between disconnects @ the BRA PAS and Control Panel BRA-PANL-101 inside the PUB. There are 17 disconnects and feeders in this step and 6 hand switches. 1.2.1.3. Referring to sketch SK01-03-27-E-1005-SC, remove disconnects and related conduit/fittings. 1.2.1.4. Remove the feeders between BRA-HEAT-110 (located outside the plant South West corner of the PUB) and SPS-MCC-114 (located in the PUB). 1.2.1.5. Remove conduits, wiring and fittings from BRA-HEAT-110 and then remove the Air Heater Control Panel BRA-HEAT-110. 1.2.2 With breakers 32, 34, 36 and 38 locked out @ SPS-PANB-144. 1.2.2.1. Remove the Feeder conductors 32, 34, 36 and 38, along with neutrals & grounds, between the lights and SPS-PANB-144. 1.2.2.2. Referring to the step above, remove the 277 volt lighting fixtures, conduit and fittings that were fed from 32, 34, 36 and 38 @ SPS-PANB-144. 1.2.3 With the prerequisite AN-1704-EWP, that removed the ERSF power from the BRA-PAS complete, check with responsible engineer for OK to proceed. 1.2.3.1. With BRA-PAS Monitor House (SPS-TRSF-157) locked out @ SPS-MCC-114. (See SK07-AN-2-E-903-SC) 1.2.3.2. Remove the power feeds from SPS-TRSF-157 to SPS-MCC-114. (See SK07-AN-2-E-903-SC & SK02-AN-27-E-501-2-SC) 1.2.3.3. Remove feeders from SPS-PANB-154 to the loads. 1.2.3.4. Remove SPS-TRSF-157, SPS-PANB-154 and all conduit/ fittings from the BRA-PAS Monitor House. 1.2.4 With BRA-PANB-901-SC locked out @ SPS-MCC-114. (See SK07-AN-2-E-903-SC) 1.2.4.1. Remove the power feeds from BRA-TRSF-901-SC to SPS-MCC-114. (See SK07- AN-2-E-903-SC & SK02-AN-27-E-501-1-SC) 1.2.4.2. Unplug the LAB Trailer Welding Receptacles Plugs and remove BRA-TRSF-901-SC, BRA-PANB-901-SC, welding receptacles, conduit and related fittings. 1.2.5 Two heat trace circuits cannot be identified by configuration, one is on process water piping and the other is on the discharge of sump pump BRA-PUMP-105. WO #354486 1.2.5.1. Maintenance to identify the two circuits in the heat trace panel SPS-PANB-145 (Drawing # AN-2-E-9008-SC, Sht. 1 &2) and request lockouts as necessary. Responsible Engineer to be present during this step and to get information to revise sketch. 1.2.5.2. Remove the circuit wiring from the panel, along with the conduits and install rain tight KO seals on the panel. If heat trace circuits feed remaining pipe, then remove heat trace on scoped section of piping only and install an end of line heat trace cap on remaining heat trace. Instrumentation Work: 1.3 De-terminate and remove the Instrumentation cables in the BRA-PAS by performing section 1.3, refer to SK01-03-27-E-1006-SC, SK06-03-2-E-1097-SC, SK01-03-27-E-1001-SC, SK01-03-27-E-1002-SC, and SK01-03-27-E-1014-SC. 1.3.1 Remove cable IC-1915 from FTB-410 to ICS-RCON-108A, which was for ACAM's that have been removed. 1.3.1.1. ICS-RCON-108A, 3TB-50 through 3TB-58 and 4TB-78 & 79 was for IC-1915. Referring to sketch SK06-03-2-E-1097-SC remove IC-1915-01 through IC-1915-06 and 2 spares. 1.3.1.2. ICS-RCON-108A is online, so use electrical safety and care when removing cable IC-1915. 1.3.2 Remove cable IC-1913 from FTB-410 to BRA-PANL-101. Referring to sketch SK01-03-27-E-1001-SC remove IC-1913-01 through IC-1913-24. 1.3.3 Remove cable IC-1836 from FTB-411 to BRA-PANL-101. Referring to sketch SK01-03-27-E-1002-SC remove IC-1836-01 through IC-1836-37. 1.3.4 Remove cable IC-1837 from FTB-411 to BRA-PANL-101. Referring to sketch SK01-03-27-E-1002-SC remove IC-1837-01 through IC-1837-37. 1.3.5 Remove cable IC-1838 from FTB-411 to BRA-PANL-101. Referring to sketch SK01-03-27-E-1002-SC remove IC-1838-01 through IC-1838-24. 1.3.6 Remove cable IC-1855 from FTB-414 to BRA-PANL-101. Referring to sketch SK01-03-27-E-1014-SC remove IC-1855-01 through IC-1855-08. 1.3.7 Remove cable IC-2034 from BRA-EVAP-101 to BRA-PANL-101. Referring to sketch SK01-03-2-E-1041-SC remove IC-2034-01 through IC-2034-02 and 2 spares. 1.3.8 Remove cable IC-2035 from BRA-DDYR-101 to BRA-PANL-101. Referring to sketch SK02-00-2-E-1037-SC remove IC-2035-03 and IC-2035-04 and 5 spares. 1.3.9 Remove cable IC-2036 from BRA-DDYR-102 to BRA-PANL-101. Referring to sketch SK02-00-2-E-1038-SC remove IC-2036-03 and IC-2035-04 and 5 spares. 1.3.10 Remove cable IC-1857 from ICS-RCON-108A to BRA-PANL-101. Referring to sketch SK07-00-2-E-1100-SC remove IC-1857-01 and IC-1857-02 and 2 spares. 1.3.11 Remove cable IC-1914 from 27-TE-152 to BRA-PANL-101. Referring to sketch SK01-03-27-E-1009 remove IC-1914-01 through IC-2035-03 and 1 spare. 1.3.12 Remove cable IC-1840 from 27-XV-163 to BRA-PANL-101. Referring to sketch SK01-03-27-E-1009-SC remove IC-1840-01 through IC-1840-05 and 2 spares. 1.3.13 Remove cable C-928 from BRA-PANL-102 to BRA-PANL-101. Referring to sketch SK01-03-27-E-1007-SC remove C-928-01 through C-928 -07 and C-928-11 through C-928 -13 with unused spares. 1.3.14 After the steps above are complete field cabling from FTB's to the Instrumentation are left. Use Attachment A to verify disconnects. If discoveries are found of unspecified cables that are not covered in this EWP, they should be reported to the responsible engineer ASAP. If only field cabling is left to the Instrumentation, it can be handled as scrap and removed. Mechanical: 1.4 Remove the piped services from the BRA PAS that is plant south of the PUB by performing section 1.4. 1.4.1 Isolate the piping systems to the BRA PAS and have the valves locked out. (See SK07-AN-16-D-3-4-SC and SK03-AN-2-P-5-SC). 1.4.1.1. Remove the instrument air piping back to isolation valve 03-57-2"-V-268 in the PUB and reroute the piping to the rack by TWS-TANK-903-SC and reconnect the air that was fed from the tee. 1.4.1.2. Use the pipe and fitting materials that were removed for the reroute. 1.4.1.3. Remove the process water piping back to isolation valve 03-59-2"-V-269 in the PUB and cap or plug the end. 1.4.1.4. Remove the liquefied petroleum gas piping back to isolation valve 03-33-2"-V-270, located outside the South West corner of the PUB. Cap or plug the end of the open pipe. 1.4.1.5. Remove the plant air line back to isolation valve 03-56-2"-V-271 in the PUB and cap or plug the end. 1.4.1.6. Lockout / tagout Valves 03-23-1 ½"-V-159 and 03-23-2"-V-184 in the PUB (See SK06AN-2-D-501-1-SC). Remove sump pump (BRA-PUMP-105) discharge line back to where it enters the PUB Boiler Room above door 112 and cap or plug the end. Have the lockout / tagout cleared when step 1.4.1.6 is complete. General: 1.5 Disassemble and remove the BRA PAS from the concrete slab starting from the South West side in a safe manner once all the services have been removed. 1.5.1 The BRA PAS consists of the monitor house, equipment and steel located plant south of the rollup door 112 in the PUB Boiler Room. 1.5.2 The basic approach to disassembling and demolishing the BRA PAS after the Electrical, Instrumentation and Mechanical are performed will be the following priority order: (Ref.: SK01-AN-27-G-501-SC) 6.4.2.1 Remove P05, P06, P07, P04, P03, P02, P01, P08 equipment. Disconnect inlet headers before removing BRA PAS Baghouses. Remove all supports West of inlet headers with the equipment as required. 6.4.2.2 Remove P01, P08 equipment after removing piping sections located above units. 6.4.2.3 Remove air inlet piping and inlet headers leaving cabling supports in place prior to completion of ECP-1704 up to the PUB South exterior wall. 6.4.2.4 At completion of ECP-1704, remove C02, C03 and H01 from the Monitor House and remove house. 6.4.2.5 Remove steel supports and platforms including P08 platform up to Match Line AN-02-G-502. 1.5.3 When the monitor house, equipment and steel have been removed, survey and excavate the concrete pads and remove all concrete. Complete the second survey prior to backfilling with soil. 1.5.3.1. Backfill and compact soil to grade using Specification 02210, Section 2.13.2. Compaction of earth under sidewalks, gravel covered, and grassed areas. 1.5.3.2. Back fill area with stone similar to existing area crushed stone. 1.5.3.3. When work is completed patch openings and match / install new siding for the existing PUB. 1.5.3.4. Box-in the small section of cable tray that cannot be removed on the South side of the PUB. CONTRACTOR TECHNICAL EXPERIENCE Contractor shall meet the following requirements: • Be a licensed contractor.
