Description
RECOVERY ACT RFP VA263-09-RA-0239 Z - CONSTRUCTION PROJECT - EYE WASH UPGRADES - PHASE II Description:The Contractor shall provide all labor, materials and equipment to accomplish the Eyewash Upgrade Project located at the VA Medical Center, Minneapolis, Minnesota as required by the scope of work and drawings. The project replaces existing drench shower and eyewash stations in Buildings 70, 49, 69, 72, and 222 currently supplied by cold water and provides tempered water to those same stations. This project will upgrade eyewash stations located in multiple buildings throughout the VA Medical Center Campus to comply with ANSI Z358.1-2004 standards. The stations are currently supplied with cold water and the intent of this project is to provide tempered water to all existing emergency eyewash stations and to replace non-conforming drench showers and eye wash stations to meet those new standards. A.The Scope of Work includes providing tempered water to 206 existing emergency drench shower / eyewash station locations and removing and replacing 172 existing drench shower / eyewash stations with new ANSI Z358.1-2004 compliant fixtures. Tempered water targeting 70 degrees Fahrenheit will be provided to the eyewash station through the use of thermostatic mixing valves, from local instantaneous heated water sources or from a heated tempered water distribution piping system. B.Base Item- The proposal will provide a base bid for the basement, 1st and 2nd floor of Building 70 Medical Center plus six alternative bids: Building 70 - 3rd floor, Building 70 - 4th floor, and Buildings 49, 69, 72, and 222. Building 70 replaces existing combination drench shower / eyewash stations and eyewash stations throughout building. Tempered water for all the drench showers and eyewash stations in Building 70 will be provided through a tempered mixing valve assembly. 1) New construction consists of but is not limited to the installation of new eyewash stations, drench showers, and combination drench shower/eyewash stations, shut off valves, stop valves, check valves, piping, thermostatic mixing valves, modifying existing sinks and faucets to accept the new eyewash fixtures, and installing piping system to support the eyewash stations. Repairs to walls, floors, ceilings, and cabinetry. 2) Demolition consists of dismantling existing eyewash stations, sinks and faucets, foot pedals, piping, walls, flooring, and ceiling. C.Option Items - The demolition in the alternative bids is the same as the base bid. The construction includes activities in the base bid and also includes the installation of water heater assemblies, mixing valves, and distribution piping to the drench shower / eyewash stations. 1)Option Item #1 - Building 70 - 3rd floor - Medical Center 2)Option Item #2 - Building 70 - 4th floor - Medical Center 3)Option Item #3 Building 49 - Research 4)Option Item #4 - Building 69 - Energy Center 5)Option Item #5 - Building 72 - Maintenance garage 6)Option Item #6 - Building 222 - Warehouse Project duration (including required testing) is 365 days after Notice to Proceed is issued. In accordance with the VA Acquisition Regulations (VAAR 836.204) Disclosure of the Magnatude of Construction Projects, the range for this project is between $500,000 and $1,000,000. Liquidated Damages: $200.00 per calendar day, including holidays and weekends. NAICS 236220 - $31.0M applies. This is a 100% Service Disabled Veteran Owned Small Business set-aside in accordance with PL 109-461. All responsible and interested offerors should submit a proposal in accordance with RFP VA263-09-RP-0239.
