Description
The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX intends to make a single award for the provision of a Vocational Training Program Services in the areas of Information Technology Vocational Services in course accreditation. The focus of the program is intended to provide inmates with marketable skills by providing classes which lead to a certificate/diploma. The certification should be issued from an accredited Institution of Post Secondary Education. The services would be provided at the Department of Justice, Federal Bureau of Prisons, United States Penitentiary, Atlanta, Georgia. The North American Industry Classification System (NAICS) Code is 611420 (Size Standard: $7 million). There will be approximately 15 to 20 inmate students per class. The Vocational Training (VT) program to be taught is computer skills which will give inmate students marketable skills. Classroom instructions will give inmate students a working knowledge of basic computer skills, word perfect, database management, business English, business math, office procedures, spreadsheet management, desk top publishing, windows, and networking. Instructions will also include related subject consistent with the technology. Upon completion of this training, students should be proficient at computer skills. A session will equal one (1) hour. The work schedule will normally consist of 9 sessions per week The Contractor will normally work Monday through Friday (except Federal holidays) between the hours of 8:00 am. - 11:00 am and 12:00 pm - 3:00 pm. The Contractor will be scheduled for three (3) sessions per day. These hours will be mutually agreed upon by the Contractor and Government. The estimated maximum number of sessions per year is 468. The individual/organization must be recognized by an accrediting association, national or local level. Examples of accreditation/certification are as follows: Computer Science Accreditation Commission, High Learning Commission, or State Board of Technical Education and Adult programs. All contract staff assigned to provide instructional services in computer skills/technology courses must have experience and be able to demonstrate expertise in the specific field of instruction and meet the Georgia Special Technology Requirement. The instructor(s) must have a Bachelors Degree, with an emphasis in Computer Science or equivalent or certification from a two year Computer Technician Program, be certified and appointed by the accredited school or agency. Documentation to support the instructor's education and experience must be provided at time of submission of quote. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The contract periods will consist of a 12-month base period and four 12-month option periods for renewal. The solicitation will be available on/about August 18, 2009 and will be distributed solely through this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. All future information concerning this acquisition, including the solicitation and any subsequent amendments, will be distributed through the website. Interested parties are responsible for monitoring the website to ensure they have the most up-to-date information about the acquisition. The date for receipt of quotations is on/about September 14, 2009; however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. Faith-Based and Community-Based Organizations can submit offer/bids/quotations equally with other organizations for contracts for which they are eligible. This solicitation is a full and open competitive procurement. All responsible small business concerns are encouraged to submit a quotation which may be considered.
