Description
COMBINED SYNOPSIS/SOLICITATION (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NAAJ1520-9-15761DT-1. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-34. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 511210. The small business size standard is $25.0 million. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s): CLIN 0001 Splunk Enterprise perpetual, 4GB/day (2 support contacts) (1 year) CLIN 0002 4GB Splunk Enterprise Support (through 7/31/2010) (1 year) CLIN 0003 1 GB Splunk Enterprise Support (10/4/2009 - 7/31/2010) (1 year) CLIN 0004 5GB Splunk Enterprise Support (to include reinstatement for July) (6/30/2009 - 7/31/2010) (1 year) (VI) Description of requirements are as follows: This is a sole make and model requirement. The National Oceanic and Atmospheric Administration (NOAA) requires a perpetual license and support service for a log event and correlation management tool. The tool will be used to consolidate and log all entries into a single location. The products and maintenance being acquired are specific to Splunk as the acquisition is for Maintenance and License increases only. The Splunk system exists as part of the NOAA NOC Monitoring and Logging system. This purchase is to increase the daily license capacity from 1 GB to 4 GB daily. It is also acquiring maintenance for this service. These products may be available from multiple sources, but NOAA is limited to acquiring this specific brand name item, in order to ensure compatibility. Any other product would require NOAA to replace the entire log management tool. (VII) Date(s) and place(s) of delivery and acceptance: NOAA/OCIO/ISMO/FACD OPERATIONS BRANCH PO, 1221-D CARAWAY COURT-ITC5, LARGO, MD 20774 Period of performance shall be date of award through July 31, 2010 (see dates of each CLIN). (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. (IX) Offers will be evaluated solely on price, on an all or none basis. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (July 2009), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (March 2009), applies to this acquisition. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2009) applies to this acquisition. (XV) Quotes are required to be received in the contracting office no later than 3:00 P.M. MST/MDT on August 10, 2009. All quotes must be faxed or emailed (preferred) to the attention of Doris Turner.
