Description
On behalf of the Air Education & Training Command, the Department of Interior, Nation Business Center, Acquisition Services Directorate. Intends to award a Firm fixed price sole source contract under the 41 U.S.C 253 (c) (1) FAR 6.302-1 (2) (C) (ii) (A) only one responsible source to Pathfinder Systems, Inc This notice of intent is not a request for competitive proposals. Any proposals received within 10 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this requirement is 541330 and the small business size standard is "Not to Exceed" $4.5 Million. Description of Requirement: The objective of this sole source award is to continueresearch for Integrating Augmented Reality (AR) into C-130 Loadmaster training conducted at Little Rock AFB, AR. This effort will cover the next step in the Instructional Systems Development (ISD) process, a Large Group Try-Out (LGTO), utilizing the existing training with C-130 Aircrew Training System (ATS). Within a nine month period the contractor will support for insuring the overall system runs efficiently and effectively to gather survey data from the students and the instructors utilizing the AR scenarios. Initiate Discrepancy Report to follow all corrective actions taken to ensure usability and usefulness of the system and install additional hardware and software options listed as funded by the user. Location: Services will be performed at Little Rock AFB, AR Travel will be required to this area. Period of Performance: The period of performance for this order will be one year, from the date of award. The reasons justifying the lack of competition are as follows: a. Pathfinder Systems, Inc. designed and built the ARCLT system to provide training to USAF students enrolled in the C-130 Loadmaster training course. The ARCLT system consists of two different hardware/software suites that are used to train loadmaster students as they perform their duties inside and outside C-130 aircraft. Training that takes place inside the C-130 aircraft is accomplished by a unique software/hardware suite that has been installed on a Fuselage Trainer (FUT) that resides at Little Rock Air Force Base. Training outside the C-130 is accomplished by a unique, portable system that is used in conjunction with a fully virtual, full sized, C-130 aircraft that is displayed against an exterior wall adjacent to where the loadmaster training course is conducted. b. The system consists of propriety software that has been specifically created for the unique task of loadmaster training. Pathfinder has no authorized resellers, and has not authorized or released its rights to any other third party for subsequent product support, updates, and maintenance for this software. Pathfinder is the only firm that can reasonably be expected to understand the system in order to make system upgrades. Further, key aspects of the training system that utilizes Augmented Reality (AR) to provide training content is covered under Pathfinder's US Patent number 6,166,744, Pathfinder Systems, Inc. also holds SBIR data rights on the AR technology used in the ARCLT effort, making a sole source award not only justified but encouraged under Small Business Innovation Research Program Policy Directive that is set forth in Volume 67, No. 185 of the Federal Register.
