Description
THIS IS A SOURCES SOUGHT NOTICE ONLY, WHICH WILL BE USED FOR INFORMATIONAL AND PLANNING PURPOSES. THIS IS NOT A SOLICITATION, PLEASE DO NOT INCLUDE ANY PRICING INFORMATION IN YOUR CAPABILITY STATEMENTS. The Bureau of Reclamation (BOR) located in Denver, Colorado is seeking capability statements for the purpose of determining the appropriate level of competition and/or small business subcontracting goals for this requirement. Thus, interested Small Business concerns are encouraged to submit capability statements for the requirement identified herein. Small business concerns are defined as any Small Business entity covered under Federal Acquisition Regulation (FAR) part 19. For example from Small, Small Disadvantaged Business (SDB), 8(a), Woman-owned Small Business (WOSB), Service-Disabled Veteran-Owned (SDVOSB), Veteran-Owned Small Business (VOSB) and Historically Underutilized Business Zone (HUBZone) businesses. However, the Government reserves the right to consider a Small, Small Disadvantaged, 8(a), Woman-owned, Service Disabled Veteran, or HUBZone business set-aside based on responses hereto. The Government intends to use NAICS: 541990, Size Standard is $7.0M. This is not a solicitation announcement. If a solicitation is released it will be synopsized via Reclamations Electronic Acquisition System (NBC-EC) accessible at http://ideasec.nbc.gov. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. This sources sought announcement is for informational and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for any information solicited. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirements. The Bureau of Reclamation has a need for appraisal services for 121 pieces of fine art (oil, acrylic, ink and watercolor paintings) dating from the late 1960's and early 1970's. The artwork documents Reclamation's history and is in need of a professional appraisal for continuation of proper care, protection and preservation. Reclamation acquired the fine art collection (203 pieces total) as part of a public information program initiated in the late 1960's. The program commissioned 40 American artists with direction to document the development of the West's water resources for irrigation, hydropower generation, recreation, water conservation and fish and wildlife enhancement. The artists were given complete freedom as to medium and style as long as the result met the general requirement of a Reclamation subject matter. Several of the artists produced multiple pieces under this program. The majority of the artwork is on display in Reclamation offices, a few are on display in museums/visitor centers, and many are currently in storage in Denver. Additional information about Reclamations' fine art collection can be found at the National Archives and Records Administration in Denver, Colorado. Sources are being sought for small business that may be able to provide a complete appraisal of 121 pieces of fine art created by 34 artists, on display in six cities across the country (Sacramento, CA - 15 pieces; Boise, ID - 5 pieces; Boulder City, NV - 1 piece; Page, AZ - 1 piece; Denver, CO - 35 pieces; and Washington, DC - 64 pieces).Requirement Title: Art Appraisal Services Requirements: The appraiser shall be required to provide for each piece of fine art, documentation that is prepared in accordance with the guidelines and standards provided by the American Society of Appraisers, Appraisers Association of America, or other professional appraisal association, as appropriate and with Reclamations approval. Specifically, the contractor shall provide the following:"Sufficient credentials to enter secure Federal facilities"Purpose and approach used to determine value "Delivery schedule - To be determined"Draft written appraisal for each piece of art, which shall include the following analysis/discussion points:"Painting Title"Artist"Date"Medium"Measurements - overall and within frame"Frame description and display medium"Property Control Number (PCN) - provided by Reclamation"Identifying marks or inscriptions"Artist biography including education, training, and exhibition history"Subject and short description of the painting including style and technique"Digital color photographs embedded in appraisal - overall and close-up of inscriptions/markings/damage"Data and sources examined"Comparables/auction records - including date of sale, gallery/dealer/auction house, description of item, title, sales price, size, artist, medium."Appraisal value - including how value was determined and the analysis involved"Condition - visual observation"Needed conservation treatment including references for those who could complete the work locally."Final draft version of each written appraisal, which takes into account and incorporates Reclamations comments"Final product consisting of 1) an overview which discusses examination procedures, purpose, approach, type of valuation, and marketplace context in which the values are determined, and a summary of the overall condition of the artwork and needed conservation, 2) professional resume, 3) table of contents which includes the artist name, title of painting, and PCN, and 4) all accepted final appraisals which must be organized by artist and PCN. Summary of all deliverables:"Written draft appraisal of one piece of Reclamation art presenting the formatting and organization for all appraisals for approval by Reclamation."Written draft appraisal for each piece of art identified."Written final appraisal for each piece of art identified which incorporates Reclamations comments."Final product which includes an overview, professional resume, table of contents, and all accepted final appraisals."All deliverables must have gone through proofing and editorial review before submittal to Reclamation. Capability Statement Submittal:You are requested to provide electronic responses (1-3 pages maximum including attachments) via e-mail to the Point of Contact (POC) identified below. To facilitate a prompt review by BOR, a one-page summary shall be included with your capability statement(s), which identifies your company's specific capabilities that are relevant to the requirement. Please provide name, address, primary POC and telephone number, total number of employees, Government Size Standard/type classification (Large, Small, Small Disadvantaged, 8(a), Woman-owned, Service Disabled Veteran, HUBZone, business). The summary page will not count against the maximum page limit. It is insufficient to provide only general brochures or generic information. Interested parties may also include any Government Wide Acquisition Contract (GWAC) contract numbers and corresponding Special Item Number (SIN) if available.
