Description
This requirement is 100% set-aside for Hub Zone for constructing a New Bridge. Bureau of Indian Affairs plans to issue an Invitation for Bids (IFB) to remove existing bridge and construct New Bridge. The project is located Allen Parish County, Louisiana. The NAICS for this project is 237310 (Bridge Construction) The order of magnitude for the procurement is between $500K and $1M. The effort shall have substantial completion within 240 calendar days with a final completion of 270 days after notice to proceed. Bid Bond, Performance Bond and Payment Bond: A 20% bid bond of total proposal sum is due with bid. Performance Bond and (Labor & Material) Payment Bond are required. Surety Company shall be with an A- rating company. Upon receipt of an "award letter" the successful bidder shall deliver Performance Bond and Payment Bond within 5 business days. All prospective bidders shall notify the contracting officer at Kenneth.lloyd@bia.gov and Katrina.Jones@bia.gov to request a copy of IFB RMS00090025 and indicate their intent to attend the mandatory pre-bid conference and site visit no later than August 14, 2009 12 pm. The will be no electronic copy of this IFB and this will be the only notice. Any request for IFB RMS00090025 received after August 14, 2009 12 pm will be rejected. The anticipated release date of the IFB is on or about August 14, 2009 @ 1 pm, with an anticipated offer closing date of on or about September 8, 2009. The firm date for receipt of bids will be stated in the actual IFB. Any contractual and technical questions must be submitted in writing to the contracting officer on or before August 17, 2009 12 pm via e-mail to Kenneth.lloyd@bia.gov. Telephone or faxed questions will not be accepted. An anticipated and organized pre bid conference and site visit have been scheduled for August 19, 2009 @ 10 am central standard time. The firm date for this mandatory visit will be stated in the actual IFB. Accordingly, prospective bidders are urged and expected to inspect the site where the work will be performed. Mandatory Pre Bid and Site Inspection: Each prospective bidder is required to examine the solicitation documents and shall inspect the existing construction site, prior to submitting a bid. Bids received from bidder who do not attend the mandatory pre-bid conference/site will not be considered. No variance or extra payment will be allowed for requirements or conditions arising during construction that were apparent prior to starting work. Work under this project consist of furnishing all labor, equipment, transportation, material, services, and incidentals necessary to replace the 9 span existing Timber Bridge (154 Feet Long) with the construction of one (1) new 154 Feet- 9 span Concrete Bridge. The existing bridge is located on Powell Road (Route No. 191) crossing the Bayou Blue Diversion in Allen a Parish, Louisiana. Project consist of, but not limited to; mobilization, construction surveying and staking, material testing, traffic maintenance and control, clearing and grubbing, demolition and removal of existing structure, structure excavation, earthwork, electric, gas, sewer, water, and communication utilities, grade & drain, aggregate roadway, temporary and permanent erosion control, guard rail installation, object markers, complete construction of a concrete bridge structure, fence installation, embankment stabilization, pile installation, paving, and signage. All prospective bidders may be charge a fee to receive any applicable Design Plans and Specifications. The charge is at no cost to the government. Contractor must be currently registered in the Central Contractor's Registration (CCR). Contractors can register at www.ccr.gov. This will be a Lump Sum Firm Fixed Price award.
