- This action was a competitive award; however it is Cost Plus Fixed Fee beacuse the nature of the work is unpredictable. In order to help provide some guidance concerning the risks, the Contracting Officer established a pricing structure for the work based upon some basic assumptions. The work is divided into three categories, Basic, Intermediate, and Complex. For the Basic BPM, the contractor has assumed that there are between one to four stakeholders and there is adequate systems documentation on hand to base the model. The Intermediate BPM is based upon four to six stakeholders with minimal existing documentation and the Complex BPM is based upon more than six stakeholders with very limited documentation. This work is very much like early research and development. No one knows very much about the specifics of a proposed system at this early stage of the life cycle. For these reasons, the Contracting Officer has determined that the most appropriate contract type is Cost Plus Fixed Fee.
