Description
Request for Proposal: SECHQ1-09-R-9005 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and proposals are being requested. The solicitation number is SECHQ1-09-R-9005 and it is being issued as a Request for Proposal (RFP). The solicitation SECHQ1-09-R-9005 and incorporated provisions and clauses are those in effect through Federal Acquisition Circulars. This is not a set-aside, the associated NAICS code is 541511, and the small business size standard is $25. Details will be found in the attached RFP; a brief description of requirements for the RFP is as follows: The U.S. Securities and Exchange Commission (“SEC” or “Commission”) requires technical services to install an Interactive Data Reporting Platform and assist with development of reports and any Application Programming Interface (API) enhancements needed in support of Commission rules 33 9002 and 33 9006, EDGAR Filer Manual (EFM), and other rules requiring eXtensible Business Reporting Language (XBRL) attachments to filings. The place of delivery and performance for this requirement is the U.S. Securities and Exchange Commission, 100 F Street NE, Washington, DC 20549-2000. Please see the attached RFP for this notice for the complete specifications, applicable clauses, Instructions to Offerors, and Evaluation criteria. The following FAR clauses apply to this solicitation: Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, or confirm that they are registered on the ORCA website: https://orca.bpn.gov; 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition; 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, including (b) (19-24), (34), and (39); any additional contract requirement(s) or terms and conditions can be found in the attached RFP. All questions regarding this announcement must be submitted electronically by 2:00PM ET on August 10, 2008, to John Bova at bovaj@sec.gov. The technical and price proposals are due no later than 2:00PM ET on August 28, 2009, and must be submitted to John Bova at bovaj@sec.gov (see the RFP for further details).
