- The U.S. Geological Survey, Western Region Branch of Acquisition and Grants (USGS), intends to noncompetitively increase the total potential value of contract 06WRSA0388 to the University of Florida of Gainesville, FL which provides for various blood tests used to determine whether the desert tortoise (Gopherus agassizii) has an infectious disease caused by one or more species of Mycoplasma (M. agassizii, M. testudineum, etc.). The tests are enzyme-linked immunoassays (ELISA), cultures, and polymerase chain reaction (PCR) tests, and Western blots. The USGS, Western Ecological Research Center, has an agreement with the Department of the Army (National Training Center, Fort Irwin) to evaluate over 2000 tortoises for this infectious disease. The desert tortoise is a federally-listed threatened species, the Army is planning to translocate more than 1000 tortoises, but cannot move any with this infectious disease. The total period of performance of contract 06WRSA0388 will remain unchanged. Scientists at the University of Florida are experts on reptilian mycoplasmas, identified the organisms, have published papers on the pathogenicity of the bacteria, and have more expertise on these particular mycoplasmas than any other scientists at other institutions. The University of Florida holds patents on the ELISA tests and has many of the unique strains of Mycoplasma species needed to develop the reagents essential for these specific ELISA tests for the desert tortoise. The ELISA tests developed by the University of Florida contain all known appropriate strains of the desert tortoise mycoplasmas. No other institution has all the essential strains nor has developed comprehensive ELISA tests for each species of Mycoplasma. To undertake such an endeavor would require several years. This notification is provided to the public because this proposed modification is considered a "contract action" in accordance with FAR 5.001, as an "action(s) for additional supplies or services outside the existing contract scope" which requires synopsis. For the reasons discussed above, the USGS intends to noncompetitively increase the total potential value of existing contract 06WRSA0388, which has been appropriately justified in accordance with FAR 13.501(a). The University of Florida is the only source reasonably available. In accordance with FAR 5.207(15)(i), any other responsible sources may submit a quotation which will be considered by the USGS, provided it is submitted by the closing date of this announcement. This announcement and any resulting modification conform to the requirements in place through FAC 2005-33, effective 15 July 2009.
