- This contract action was accomplished using other than competitive procedures because this is a task/delivery order where an exception to fair opportunity requirements was approved as this is a follow-on order to a competitive initial order (FAR 8.405-6(b)(2) or 16.505(b)(2)(iii). This opportunity is available only to URS Corporation under contract W912P8-09-D-0007: Multidisciplinary Planning Services for the New Orleans District. URS Corporation (the Contractor) will conduct a structure inventory of all the residential and nonresidential structures, including apartment buildings, farm buildings and smaller industrial structures within the Larose to Golden Meadow planning area. The estimated total is 9,792. The required information, as described in this document, will be submitted to the New Orleans District. This information will be used as the structure inventory to determine the economic justification and risk to assets in the planning area. The objective of this study will be to collect pertinent information for all of the residential structures and for each apartment building and nonresidential structure within the 500-year overflow area. The estimated total number of structures to be inventoried is 9,792 structures with URS inventorying all of them. Corps personnel will coordinate with URS personnel to determine which areas will be inventoried by each survey team. URS equipment, computers etc. will be used to collect information for the entire inventory. The Corps has identified all of the residential and the non-residential structures on the aerial photographs and placed on a map in GIS format. The Contractor will estimate the depreciated replacement value and height of each structure above ground elevation of each of the residential and nonresidential structures in the planning area. The Marshall and Swift Computerized Cost Program will be used to calculate the depreciated replacement value. (Samples of the Marshall and Swift (M&S) Residential Estimator sheet and the M&S Commercial Estimator sheet are attached). The Institute of Water Resources Geospatial Floodplain Inventory Tool (IWR-GEOFIT) will be utilized to collect the inventory.
