Description
SAQMMA09R0035 - Attachments A thru F OIG - CRP - SAQMMA09R0035A This is an Indefinite Delivery/Indefinite Quantity type contract with task orders that will be issued on a Labor Hour or Time and Materials basis. This will be determined on a task order basis. It is anticipated that orders will be issued to the extent practical using Performance Based Service Contract (PBSC) methods, with Incentives and Disincentives. THE GOVERNMENT ANTICIPATES MULTIPLE AWARDS FROM THIS SOLICITATION. The Government contemplates making one contract award to four small businesses as follows: Three (3) awards to Small Business contractors One (1) award to an 8(a) contractor The Government reserves the right, if it determines it is in its own best interest, to award more than this number of contracts noted for each category above. The contractor shall provide professional accounting and audit services, on a delivery order basis, on the programs, activities and functions of the United States Department of State (the Department) including the Broadcasting Board of Governors, and, other Federal entities under the authority of the Secretary of State, and to those Federal agencies included in Section G.6 Ordering Procedures. These include, among others, U.S. embassies and consulates, U.S. sections of international organizations, joint voluntary agencies, and other Federal agencies. They also include any organization working under contract or grant for the Department and other government agencies. The work shall be done under the statement of work contained in Section C of this contract. The Government will pay the contractor for actual hours worked only. The contractor is not permitted to make up hours not worked for any reason. The contractor shall have enough full time staff to complete complex delivery orders at any time of the year. The contractor's partners, principals and audit managers shall be independent certified public accountants licensed as such by a state or other political sub-division of the United States. The contractor shall also have a license to practice public accounting issued by a state or other political sub-division of the United States. As the OIGs require the contractor shall: -Provide technical aid and training. -Perform financial audits, performance audits, expanded scope audits, indirect cost audits, or other types of audits. -Perform pre-award surveys, pricing reviews, quality control reviews, evaluations, analyses, and follow-ups. -Conduct surveys, provide technical assistance, prepare audit plans and reports. -Perform other work to carry out the inspectors generals’ responsibilities under the Inspector General Act of 1978, the Foreign Service Act of 1980, and the Chief Financial Officers Act of 1990. -Provide professional individuals to aid the OIGs and the contractor in doing work under this contract. These will include civil and electrical engineers, health and safety professionals, program analysts, management analysts, computer engineers and programmers, law enforcement and security professionals, and foreign affairs professionals. They may also include individuals qualified in actuarial science, statistical sampling, law, construction, systems analysis, data communications, and others.
