- COMBINED SYNOPSIS/SOLICITATION (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NRMAC000-9-18315DT (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-34. (IV) This procurement is unrestricted and open to all sources. The associated NAICS code is 334511. The small business size standard is 750 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s): CLIN 0001 403 MHz Radiosonde and Ozonesonde Data Acquisition and Processing Ground Station, including all needed instruction manuals and software, QTY 1 CLIN 0002 Ozonizer/Test Unit, QTY 1 CLIN 0003 Ozone Program Start-Up Kit, with Timberline TP-153 Chemicals Weighing Scale, QTY 1 CLIN 0004 ECC ozonesonde with 18 V lithium battery, QTY 20 ea CLIN 0005 GPS InterMet radiosonde, QTY 20 ea CLIN 0006 1200 g rubber balloon, QTY 20 ea CLIN 0007 Balloon package payout reel, QTY 20 ea CLIN 0008 meteorological parachute, QTY 20 ea (VI) Description of requirements is as follows: NOAA's Air Resources Laboratory requires a portable system to launch, track, receive and record signals from GPS radiosondes with ozonesonde add-on modules. The system must comprise, at a minimum: 1. A ground receiving station containing the following: • Portable or tripod-mounted antenna with built-in pre-amplifier and all necessary connecting cables • Pre-amplifier power cable for cold weather use • Receiver • Modem (with necessary power supplies), modem-to-receiver cable, and modem-to-computer cable to facilitate signal acquisition • All instruction manuals and software necessary to record, process, and plot received sonde data 2. An ozonizer test/conditioner unit, weighing no more than 20 pounds and consuming no more than 2A of power at 110 VAC, containing the following: • A high-ozone source for conditioning the ozonesonde and dry sensor with ozone • A no- or low-ozone source and microammeter (0-10 μA) for conditioning ozone sensors charged with sensing solution, and for determining the sensor background current and response time; • A 12 VDC sonde pump power supply and meters for checking the pump motor voltage and current drain; • An 18 VDC power source for powering the radiosonde when checking on the performance of the ozonesonde instrument package as a whole. 3. An ozone start up kit with the following: • Reagent grade chemicals sufficient for 200 ozonesonde flights • Pump air flow rate measurement apparatus, soap bubble type • Pressure-vacuum gauge for use in checking sonde pump performance • Sensing solution containers, calibrated beakers, solution dispensing syringes, and all necessary accessory items • Portable ozone destruction filter • Laboratory ozone destruction filter 4. Twenty (20) complete ozonesonde packages, each consisting of the following: • GPS radiosonde • ECC ozonesonde with 18 V lithium battery • 1200 g rubber balloon • Balloon package payout reel • Meteorological recovery parachute (VII) Date of delivery and acceptance is 120 days after receipt of order. Delivery shall be FOB Destination to: NOAA/Air Resources Laboratory, 1315 East-West Hwy, SSMC#3 Rm 3316 (inside delivery required). (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999) applies to this acquisition. 1) Technical Capability: Bidder must meet all salient characteristics as stated in Section VI. 2) Past Performance: Bidder must supply two references to evaluate quality, timeliness and customer service 3) Price (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (July 2009), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (March 2009), applies to this acquisition.
