- Soundscape Management Plan RFP.The work of this contract is to Coordinate a public scoping process to develop management goals for protecting natural ambient sounds as an essential natural and cultural resource of the four Southeast Utah Group (SEUG) parks. Develop an outline and timetable for the process, and develop a Soundscape Management Plan (SMP).In order to understand, maintain, restore, and protect natural soundscapes in parks, the amplitude, frequency content, and sources of both natural and non-natural sounds must be determined. The object is to eventually manage non-natural sounds according to specific park management plans. Monitoring done between 2004 and 2008 collected acoustic data necessary to describe natural ambient sound levels and the primary sources of non-natural sound in the primary land cover types of the Southeast Utah Group parks. With this data, the Southeast Utah Group is ready to move forward to the next stage of soundscape management; A Soundscape Management Plan (SMP) establishing soundscape management objectives for the parks' different management zones will need to be written. This synopsis is not the solicitation. The solicitation is a Request for Proposal. The following technical information is to be provided with your response, see the solicitation for details.Technical, narrative: Contractor must address their experience in the following:1. Past experience in identifying inappropriate noise and developing measures to eliminate the source.2. Past experience in identifying noise sources that are consistent with park purposes, developing measures to mitigate the impact by using quieter technology, and by limiting the duration, magnitude, timing and extent of impact. 3. Past experience in ability to define and quantify levels of impact by which future proposed noise sources should be evaluated.4. Past experience in defining criteria by which cumulative impacts and impairment may be judged in future proposed actions.5. Past experience in designing a monitoring program and all the protocols necessary to implement it. Knowledge of management zone objectives, indicators and standards. 6.
