- Statement of Work for Protective Coating Maintenance, Project Number NKAK 10-0733 Attachment 8 - Pricing Exhibit. PLEASE USE THIS DOCUMENT TO PREPARE YOUR PRICING THAT YOU WILL ENTER IN SECTION B OF THE SOLICITATION. Attachment 7 - Schedule of Submittals Attachment 6 - Construction and Demolition Debris Report Attachment 5 - Addendum to MOA Attachment 4 - EMIS Instruction Guide Attachment 3 - Wage Determination 05-2033 Attachment 2 - Wage Decision AR 080063 Attachment 1 - Wage Decision AR080175 Solicitation The 19th Airlift Wing, Little Rock, AR, 72099 intends to issue an Invitation for Bids (IFB) to award a single, firm fixed-price (FFP) contract to provide an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Protective Coating Maintenance. The term of the contract will be one base year plus four one year option periods. Contractor shall furnish all labor, materials, vehicles, equipment, tools, supervision, transportation, and administration, required to perform protective coating maintenance as described in the Performance Work Statement (to be posted with solicitiation). Exceptions to work the Contractor may not be required to accomplish include self-help, painting interior and exterior of Military Family Houses (MFH) units, and work which is a part of another contract. The required work shall be on an "as needed" basis at various locations on Little Rock Air Force Base. Contractor will be notified of work requirements by using individual work orders that define the general scope of the work. The principle features of work include, but are not limited to: 1. Application of protective coatings to interior and exterior of base facilities, including attachments, such as but not limited to fences and detached storage buildings. 2. Cleaning of exterior and interior surfaces of base facilities to remove dirt, mildew, fungus and other foreign matter in preparation for protective coatings. 3. Abrasive blasting facility surfaces, as applicable to remove scale, rust, cracked and chipped paint, stains, and other discoloration, as applicable. 4. Layout and striping required for traffic control on streets, parking lots, and aircraft runways, taxiways, and parking areas. 5. Spray-painting for special purpose requirements by the use of air and airless spray methods. 6. Caulking, taping, bedding of gypsum board to repair joints, cracks, & holes. 7. Application of vinyl-coated wall covering to selected surfaces. 8. Manufacture various stencils of varying sizes and specifications. 9. Manufacturing of signs, including hand painted signs of varying sizes and specifications, being applied onto metal, wood, asphalt, and concrete and/or masonry surfaces. Painting Special Graphic Signs, Emblems, and Logos. Signs and graphic displays can range in size from 1" x 1" to 25' x 25' and may be requested on sign backing, building walls, fuel storage tanks and/or water towers. The applicable North American Industry Classification System (NAICS) code for this acquisition is 238320, with a small business size standard of $14,000,000.00. Magnitude of this project is between $1,000,000.00 and $5,000,000.00. Pursuant to Section 8(a) of the Small Business Act, 15 USC 637(a), the intent is to award this requirement on the basis of competition LIMITED to eligible 8(a) Firms in SBA Regions IV and VI. Bids will not be accepted from non-8(a) Firms nor will they be accepted from 8(a) Firms outside of Regions IV and VI. Bids must be valid for at least 60 days after the date bids are due. It is incumbent upon the eligible interested parties to review this site frequently for any updates/ammendments to any and all documents. Contract award will be determined using the Sealed Bidding Procedures in FAR Part 14. All Contractors shall be ORCA registered (http://orca.bpn.gov). All contractors are reminded, in accordance with DFARS 252.204-7004, Required Central Contract Registration, that lack of registration in the CCR database BY AWARD DATE will make a contractor ineligible for award. Please acknowlege all requirements in bids. NO PARTIAL QUOTES WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE.
